PLANNING ADVISORY COMMISSION MEETING

February 16, 2005



A meeting of the Planning Advisory Commission was held Wednesday, February 16,

2005 in the Council Chambers on the Plaza Level of the Government Center.



Commissioners Present: Chairperson Derrick Shields, Vice Chairperson Shep

Mullin, Berry Henderson, Sharon Jamison, Brad Dodds, Karl Douglass, Bob Crane

and Joe Alexander.



Staff Members: Will Johnson, Zoning Administrator and Tina Trant, Recorder.



Commissioners Absent: Chris Henson



Others Present: Chuck Acker, Shay Austin, Ralph Austin.





I. CALL TO ORDER: Chairperson Shields called the meeting to order at 9:07

a.m. He explained the rezoning process.



II. APPROVAL OF MINUTES: Commissioner Dodds made a motion to approve the

December 15, 2004 minutes. Commissioner Crane seconded. The minutes were

approved unanimously.



III. NEW REZONING CASES:



1. ZC0501-6: A request to rezone the property located at 6216 Buena Vista

Road. The current zoning is C-3 (General Commercial) District. The proposed

zoning is R-1A (Low Density Residential) District. The purpose of the rezoning

is for single family residential.

Mr. Will Johnson read the Staff Report for this case. This case is not

consistent with the future land use map of the Comp Plan (Planning District

11). The future land use map shows General Commercial.



Policy Statements are not addressed.



It is compatible with existing land uses.



The property does not lie within a studied floodplain and floodway area. The

developer will need an approved drainage plan prior to issuance of a Site

Development Permit, if a permit is required.



The property is served by all city services.



The proposed project is not expected to have a negative impact on the

transportation network. The current traffic count is 5,841 trips per day and

will increase to 5,927 trips per day. The level of service will remain at A

(8,200 trips per day) for Buena Vista Road.



The site shall meet the codes and regulations of the Columbus Consolidated

Government for residential usage.



There will be no school impact.



The proposed development shall have a Category A buffer requirement along the

property lines bordered by the C-3 zoning district. The three options under

Category A are: 1) 5 feet with a certain amount of shrubs / ornamental

grasses per 100 linear feet and a wood fence, masonry wall, or earth berm. 2)

10 feet with a certain amount of understory trees and shrubs / ornamental

grasses per 100 linear feet. 3) 20 feet undisturbed natural buffer.



It is under review with Fort Benning?s General Freakley?s office.



It is not a DRI.



Ten (10) property owners within 300 feet were notified of this rezoning

request. The Planning Division did not receive any comments concerning this

rezoning request.



There are no conditions.



There is no additional information.



Ken Blackmon, 6934 Moye Road, applicant, came to the podium. He wants to

rezone three acres of this property to R-1A to build a house for him and his

family. He will have a driveway on Buena Vista Road.



Chuck Acker, 6806 Moye Road, came to the podium. He lives next to this

property. Mr. Acker wanted to make sure a single house was being built, not

multiple residences.



Chairperson Shields asked for discussion and a motion. Commissioner Henderson

made a motion to approve this rezoning request based on the facts that although

it is inconsistent with the future land use map, it is compatible with existing

land uses. Commissioner Dodds seconded. The motion carried unanimously.





Commissioner Dodds recused himself from the following case. Commissioner

Alexander voted in his place.



2. ZC0501-8: A request to rezone the property located at 5019 Armour Road. The

current zoning is R-2 (Low Density Residential) District. The proposed zoning

is A-O (Apartment / Office) District. The purpose of the rezoning is for a

real estate office.

Mr. Will Johnson read the Staff Report for this case. This case is consistent

with the future land use map of the Comprehensive Plan (Planning District 5).

The future land use map shows offices.



Policy Statements are not addressed.



It is compatible with existing land uses.



The property does not lie within a studied floodplain and floodway area. The

developer will need an approved drainage plan prior to issuance of a Site

Development Permit, if a permit is required.



The property is served by all city services.



The proposed project is not expected to have a negative impact on the

will increase to 18,674 trips per day. The level of service will remain at C

(20,400 trips per day) for Armour Road.



The site shall meet the codes and regulations of the Columbus Consolidated

Government for commercial usage.



There will be no school impact.



The proposed development shall have a Category C buffer requirement along the

property lines bordered by the R-2 zoning district. The three options under

Category C are: 1)20 feet with a certain amount of canopy trees, understory

trees and shrubs / ornamental grasses per 100 linear feet. 2) 10 feet with a

certain amount of shrubs / ornamental grasses per 100 linear feet and a wood

fence, masonry wall or earth berm. 3) 30 feet undisturbed natural buffer.



It is not within Fort Benning?s notification range.



It is not a DRI.



Thirty (30) property owners within 300 feet were notified of this rezoning

request. The Planning Division did not receive any comments concerning this

rezoning request.



Conditions are needed: 1. all lighting shall be directed internally using

deflector shields. 2. any external trash dumpsters / compactors shall be

visually obstructed by a structure that is aesthetically similar to the

proposed development. 3. screening for air conditioners, refrigeration units

and heat pumps shall be required for all development on the property.



There is no additional information.



Ralph Austin, 6240 Mountainview Drive, applicant, came to the podium. He wants

to rezone this property to use as a real estate office. He will renovate the

house that is there now. He has contacted 50 property owners in the area and

has had no negative results.



Chairperson Shields asked for discussion and a motion. Commissioner Mullin

made a motion to approve this request based on the facts that it is consistent

with the future land use map and it is compatible with existing land uses, and

special conditions: 1. all lighting shall be directed internally using

deflector shields. 2. any external trash dumpsters / compactors shall be

visually obstructed by a structure that is aesthetically similar to the

proposed development. 3. screening for air conditioners, refrigeration units

and heat pumps shall be required for all development on the property.

Commissioner Alexander seconded. It was approved unanimously.
