MINUTES OF MEETING



December 16, 2003





The Greater Columbus Golf Authority held the scheduled monthly meeting at Bull

Creek Golf Course. Members present were Chairman Donald Clack, Floyd

Washington, Rick Cravens, June Holder, Earl Bagley, Richard Hagler, and Nancy

Wilkeson. Rev. Willie Hill had an excused absence. Rhudine Nelson had an

unexcused absence. Staff members present were John Milam and Steve Brown.



Minutes of the October 28, 2003, meeting were approved as presented. Motion

made by Rick Cravens and seconded by June Holder. After consulting with the

authority members, November?s regularly scheduled meeting was cancelled since

no new business needed to be addressed and it conflicted with the Thanksgiving

holiday.





Report of Steve Brown, Superintendent





The greens on the East Course were painted and the golf rings have been

installed for winter play. The West Course has been sprayed for winter weeds.

The old sprinkler head holes have been filled in on both sides. Bunkers have

been edged and sand added where needed. One to two inmates are currently

helping Calvin daily with the cleaning and detailing of the new carts.

Maintenance employee, Paul Lowery has been called up to active duty. Robert

Francis has been made a full-time employee. Steve Brown states that he will

need more part-time employees or prison inmates on Sunday beginning in the

spring.



Oxbow Creek has painted their greens, edged the bunkers and the fairways are

clean. Trees Columbus donated 32 trees that have been planted around the

course.





Godwin Creek



Godwin Creek has a debt of $18,037 with $542 in the bank. Bull Creek is not

responsible for the operating expenses and the debt that has accrued. As of

this date, the pump has not been fixed. The ceiling tiles in the pro shop were

replaced after a burglary attempt. The fund raising efforts for the First Tee

Program have not generated any revenue. If the First Tee Program were moved to

Oxbow Creek, money still would be needed to fund this program.





Report of John Milam, Director of Golf



Financial Report:



Oxbow Creek expenses were higher in November due to the interest payment and

cost allocations. The operating expenses for Bull Creek are in the $82,000

range per month. Normally this figure is closer to $100,000 per month. Revenue

is down a little due to rain and cart path only days that follow. Beaver Creek

Golf Course in Phenix City has closed.





Project Update:



Holes 4 through 12 have been signed off with the stipulations of tying in the

cart paths. The 13th green will be redone next spring. Work still needs to be

done on the right side of holes 1 and 2. John Milam?s memo dated 16 December

2003 was received and supported by the authority members.





A motion was made at 4:40 p.m. to adjourn by Richard Hagler and seconded by

Rick Cravens. At this time, a motion was made for the authority members to go

into executive session to discuss a personnel matter.
