Recommendation: Authorize the City Manager pay Housing & Urban Development
$35,000 and to accept, declare as surplus and sell a Parcel of Property from
South Columbus Development Organization identified as Tax Map Parcel
064-032-006 a/k/a 912 Benning Drive, which is 7,500 sq ft +/-.
Background: The City of Columbus inadvertently funded an ineligible project in
the amount of $35,000 through South Columbus Development Organization. The
City is mandated to re-pay the funds to the Department of Housing and Urban
Development. In turn, the South Columbus Development Organization will
transfer property valued in the amount of $35,000 to the City. The City will
then sell the property and return the funds to the General Fund.
Analysis: The Department of Housing and Urban Development must be paid
$35,000, due to an ineligible project being funded. Accepting property,
declaring the property as surplus and selling the property to refund the
General Fund is the best solution.
Financial Considerations: Funds will be drawn from and re-paid to the Special
Projects, General Fund Supported, Other Purchase Professional and Technical
Services and Property Acquisition Account #0508-660-1000-CPGF-6444-22194020.
Legal Considerations: Council must accept and approve the sale of all
properties. Properties will be sold in compliance with Columbus Code, Section
2-186.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO PAY THE DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT $35,000 TO ACCEPT, DECLARE AS SURPLUS AND SELL A PARCEL OF
PROPERTY FROM SOUTH COLUMBUS DEVELOPMENT ORGANIZATION IDENTIFIED AS TAX MAP
PARCEL 064-032-006 A/K/A 912 BENNING DRIVE, which is 7,500 sq ft +/-.
WHEREAS, The City of Columbus inadvertently funded an ineligible
project in the amount of $35,000 through South Columbus Development
Organization and the Department of Housing and Urban Development has mandated
the City return these funds to them; and,
WHEREAS, the South Columbus Development Organization has agreed to
transfer property valued at $35,000 to the City for the City to sell and
re-capture the funds that must be repaid; and,
WHEREAS, the funding source for this action is Special Projects,
General Fund Supported, Other Purchase Professional and Technical Services and
Property Acquisition Account #0508-660-1000-CPGF-6444-22194020.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
Authorize the City Manager to hereby reimburse the Department of
Housing and Urban Development $35,000 and accept, declare as surplus and
dispose of a parcel of property from South Columbus Development Organization
identified as Tax Map Parcel 064-032-006 a/k/a 912 Benning Drive, which is
7,500 sq ft +/-.
Introduced at a regular meeting of the Council of Columbus, Georgia, held
the ______ day of ____________ 2002, and adopted at said meeting by the
affirmative vote of _____ members of said Council.
