An Ordinance amending the Zoning Atlas of the Consolidated Government
of Columbus, Georgia; this amendment changes certain boundaries of a district
located on the west side of Old Pope Road, bordering the eastern property line
of Garrett Creek subdivision, from A-1 (Agricultural) District to M-1 (Light
Manufacturing) District.
THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:
That the Zoning Atlas on file with the Planning Division of the
Department of Community and Economic Development be, and the same is hereby
amended by changing the following described property from A-1 (Agricultural)
District to M-1 (Light Manufacturing) District:
All that lot, tract or parcel of land situate, lying and being in Land Lot 6,
18th District, and Land Lots 161 and 192, 9th District, Columbus, Muscogee
County, Georgia, more particularly described as follows:
Beginning at an iron pin located at the common intersection of Land Lots 159,
160, 161, and 162, 9th Land District, Columbus, Muscogee County, Georgia, which
iron pin is the POINT OF BEGINNING of the property herein described: thence
South 87 degrees 08 minutes 57 seconds East along the common land lot line
between Land Lot 161 and Land Lot 162 a distance of 2,976.57 feet to an iron
pin; thence leaving said common land lot line North 51 degrees 12 minutes 25
seconds East a distance of 1,234.41 feet to an iron pin located at the
southeastern corner of Old Pope Road (a 60' access easement); thence along the
western margin of Old Pope Road North 08 degrees 04 minutes 23 seconds West a
distance of 255.34 feet to an iron pin; thence North 01 degree 42 minutes 37
seconds West a distance of 485.90 feet to an iron pin; thence along a curve to
the left having a radius of 1,386.97 feet a chord length of 180.46 feet, said
chord having a bearing of North 05 degrees 36 minutes 24 seconds West and chord
length of 180.32 feet to an iron pin; thence along a curve to the right, having
a radius of 626.15 feet a chord length of 243.89 feet, said curve having a
chord bearing of North 01 degree 39 minutes 04 seconds East and a chord length
of 242.35 feet to an iron pin; thence along a curve to the left having a radius
of 850.51 feet a chord length of 172.30 feet, said chord having a chord bearing
of North 07 degrees 00 minutes 22 seconds East and chord length of 172.0 feet
to an iron pin; thence North 01 degrees 13 minutes 03 seconds East a distance
of 59.69 feet to an iron pin; thence leaving the eastern margin of Old Pope
Road North 88 degrees 56 minutes 21 seconds West a distance of 1,499.41 feet to
an iron pin, which iron pin is located at the southwest comer of the property
of Ninas; thence North 01 degree 02 minutes 38 seconds East a distance of
1,302.02 feet to an iron pin, said iron pin begin located at the northwest
comer of the property of Jackson; thence North 88 degrees 56 minutes 53 seconds
West a distance of 224.66 feet to an iron pin; thence North 01 degrees 03
minutes 05 seconds East a distance of 60 feet to an iron pin; thence North 01
degrees 03 minutes 05 seconds East a distance of 404.46 feet to an iron pin;
thence north 88 degrees 54 minutes 59 seconds West a distance of 1,753.20 feet
to an iron pin located at the common intersection of Land Lots 6, 7, 26, and
27, 18th District; thence South 02 degrees 25 minutes 20 seconds West a
distance of 942.37 feet to an iron pin located at the common intersection of
Land Lots 6 and 7, 18th District, and Land Lots 160 and 161, 9th District;
thence South 01 degree 36 minutes 45 seconds West a distance of 1,439.62 feet
to an iron pin; thence South 02 degrees 44 minutes 56 seconds West a distance
of 1,483.18 feet to an iron pin and the POINT OF BEGINNING.
LESS AND EXCEPT:
All that lot, tract or parcel of land situate, lying and being in Land Lot 192
of the 9d1 Land District of Columbus, Muscogee County, Georgia and being
denominated as ?Tract ?B1? 78.56 AC (+/-)? on that certain map or plat entitled
?BOUNDARY SURVEY TRACT ?B1? & TRACT ?D? LYING WITHIN LAND LOT 6 & 161, 18TH
DISTRICT AND LAND LOT 192, 9TH DISTRICT, COLUMBUS, MUSCOGEE COUNTY, GEORGIA FOR
DEVELOPMENT AUTHORITY OF COLUMBUS?, which map or plat is dated February 28,
2003, was prepared by Jordan, Jones & Goulding, and is duly recorded in the
office of the Clerk of Superior Court of Muscogee County, Georgia in Plat Book
150, Page 108. Such map or plat is duly incorporated by reference herein, and
reference to such map or plat is made for the exact metes and bounds
description of Tract ?B1?, 78.56 acres herein conveyed.
Also conveyed herein is the nonexclusive right and easement of access of
ingress, egress and regress over, on and through that ?60' ACCESS EASEMENT?,
all as shown on said map or plat, connecting Tract ?B1? with ?OLD POPE ROAD 60'
ACCESS EASEMENT?, all as also shown on said map or plat.
The above-described property is being rezoned with the following conditions:
1. All lighting shall be directed internally using deflector shields.
2. Screening for all trash dumpsters / compactors, air conditioners,
refrigeration units, and heat pumps shall be required for all development on
the property.
3. Access to the property shall be from Highway 80 only.
4. A deceleration lane shall be required as determined by the City Traffic
Engineer.
5. No access shall be permitted to Midland Road.
6. A 200-feet wide undisturbed, natural buffer shall be required along all
property lines bordered by the R-1A, R-2, and A-1 zoning districts.
7. The following M-1 uses shall be prohibited:
a. Agriculture
i. Livestock sales pavilion or farmer?s market including slaughterhouses
b. Animal Care Facilities
c. Automotive: Sales & Service
d. Boats: Sales & Service
e. Retail Trade
f. Services
i. Crematory
ii. Dry cleaning plants and power laundries
g. Storage
i. Scrap and junkyards
ii. Storage yards for vehicles, not including the parking of vehicles for sale
or lease
h. Transportation
i. Airports for general aviation
ii. Bus stations for passengers and freight
iii. Train station for passengers and freight
iv. Taxi stands and dispatching agencies
