HAZMAT PLANNING COMMISSION

Members Present: Ms. Rachel Buice, Ms. Donna Newman, Mr. Jason Bryan, Mr. David

Arrington, Mr. Carmen Holmsley, Mr. Jimmy Griffin, Mr. Bill Rawn, Mr. Jeff

Meyer, Mr. Ralph Johnson, Mr. Riley Land, Ms. Cathy Kee and Ms. Triena Sharpe.





Note: The meeting for the Public Safety Hazardous Mitigation Planning

Commission was held on the Ground Floor, Public Safety Building with Deputy

Director Riley Land of the EMS Division. The meeting had already been called to

order by the time the recording secretary took her seat; minutes began at 2:05

p.m.





Overview of Objective and contract:

Mr. Land repeated the information that had been previously shared prior to the

minutes being taken. Which he stated was an introduction of Mr. Jason Bryan and

Ms. Carmen Holmsley with the Lower Chattahoochee Regional Development Center

who presented the HAZMIT team with a contract to perform the execution of the

Hazardous Mitigation plan and partnership with the committee. Mr. Land then

stated that this contract will be submitted to the City Council members for

their vote and approval and then forwarded to Interim City Manager Isiaiah

Hugley for his signature, which will allow them to enter into the contract.



Mr. Land referred his question to the Lower Chattahoochee Regional Development

Center for input on any task that the committee can be working on prior to

ratification of the contract. Mr. Bryan responded by stating that his office

will grant this information once they receive names and titles of the committee

members and previous meeting info.



Contract & Grant Funds:

Mr. Land reviews the terms of the contract submitted by Mr. Bryan of the Lower

Chattahoochee Regional Development Center. The details of reimbursement for

services were as follows:



v 25% - After contract signature and acceptance of all terms

v 25% - After 1st Public Hearing is held

v 25% - Submission of plan around June

v 25% - Completion of plan



Mr. Land explained that his understanding was that the grant money had already

been received and is set up in an account.



Public Hearing:

Mr. Land and Mr. Bryan conversed over the number of Public hearings required

and establishing a submission date, which they tentatively stated would fall

around August or September time frame. The discussion then incorporated

submission of information to GEMA, which the commission members agreed around

June 15, 2005. Commission members began discussing how many public hearings are

required and the locations the meetings are to take place.



The Commission then agreed to meet as often as they felt necessary to insure

the objective is being met and to post their progress to keep everyone

up-to-date.

Priority of Hazards:

Mr. Land and the commission agreed on the hazardous conditions that will be

covered for mitigation purposes, which are as follows:



Hazards Natural



Flooding ? Warm Springs Ct. Hail

Tornado Wildfire/Brushfires

Thunderstorms Winds (high) Earth Quake

Winter storms Heat/Drought

Hurricanes

Lightning



Mr. Land identified the responsible city personnel to deal with the hazardous

conditions, then outlined that the research will cover occurrences, amount of

damage as well as institutions that could assist with data.



Sheriff Johnson suggested that the information be published on CCG-TV to gain

public assistance in gathering sufficient data to include Ten years of

historical occurrences from a private and public perspective. Mr. Land

explained the limitations of man made disasters and emphasized the need for

assistance from Citizens Service Center to acquire data from the public for the

suggested publishing on CCG-TV.



FEMA:

The Commission discussed reimbursement for lost due to hurricane damage,

labor-match, cost of clean up and whether to cover hazardous mitigation from a

public or a private perspective at which time Ms. Newman shared the difference

in reimbursement based on past information and experience.



Mr. Land then encouraged gathering information from city records, national

weather service and insurance companies, for hazards that we are able to

mitigate.
