MINUTES # 11-02



The Columbus, Georgia, Board of Tax Assessors met Wednesday, March 20, 2002, at

2:00PM with Chairman Beatrice Breaux, Assessors Lawton Grantham, Richard

Stallings and Ann Grantham present. Also present was Chief Appraiser Martin J.

Land. Assessor John Kendrick deceased on March 17, 2002.



Chairman Breaux called for a moment of silence prayer in remembrance of John

Kendrick.



Approved Minutes # 10-02.



The following VA letters of application for VA exemption were reviewed and

approved:



096 075 019 Beiswenger Approved.

094 005 010 Ward Approved.



Met with Mr. Vinson representing Midland United Methodist Church requesting

non-taxability for property located on Warm Springs Rd (Parcel ID 126 001 006a

and 050). Mr. Vinson said they purchased the properties in June 2000 and he

thought he applied for non-taxability when he requested tax exempt status for

the adjacent property. He said the properties are used for Boy Scout

activities and parking. The Board of Tax Assessors requested a field review.



Mr. Griffin had an appointment with the Board of Tax Assessor, however, did not

appear (Account # B1294001).



Mr. Holland had an appointment with the Board of Tax Assessors, however, did

not appear (Account # 05003701).



Met with Mr. Verdree representing 2000 Opportunities, Inc. requesting

non-taxability for property located at 1130 Brown Ave and 1157 Britt Ave

(Parcel ID 184 016 011 and 001). Mr. Verdree told the Board that 2000

Opportunities, Inc. was a non-profit organization devoted to economic

development. He said 2000 Opportunities, Inc. is a Small Business Incubator

Center that offers new business owners and entrepreneurs a supportive business

environment during start-up and expansion

periods. Mr. Verdree said they have currently ten businesses in the program and

provide rental spaces for the businesses. He said they have to sign a 2-year

lease and the rent is less than market rent. He provided the Board with a

brochure that explained the services of 2000 Opportunities, Inc. The Board

discussed the matter; however, delayed voting for non-taxability until next

week.



Met with Personal Property Division Chief Oliver Juhan, reviewed and approved

the following:
