(A) SKID STEER LOADER? BID NO. 04-0027



It is requested that Council authorize the purchase of one (1) skid-steer

loader from Metrac, Inc., in the amount of $25,004.00.



The skid-steer loader will used by the Parks Service Division of the Parks and

Recreation Department to load pallets, dig postholes and clean up debris on the

Riverwalk. The skid-steer loader is not a replacement equipment; this is a new

piece of equipment for the department.



Seventy-nine bid invitations were mailed. Three bids were received on November

21, 2003. This bid has been advertised, opened and reviewed. The bidders were:

The Fleet Manager and using department determined that the Caterpillar 252,

Bobcat S250, Case 90XT and the John Deere 260 Series II manufacturers/models

met specifications. Vendors were provided this ?qualified products list? in

the bid specifications and were given the opportunity to bid on one or all

units. Vendors could also bid on a unit ?equal to? the qualified products

list. Vendors were notified the City would purchase only one (1) unit.



Funds for the skid-steer loader are budgeted in FY04 Budget, Capital Projects

Fund, Machinery, Bobcat 873 Parks and Recreation;

(B) PORTABLE TOWER SURVEILLANCE UNIT



It is requested that Council approve the purchase of a portable self-contained

tower surveillance unit from The Georgia Department of Public Safety, in the

amount of $73,668.00, via the Federal GSA contract, #GS-07F-0040J, with New

Heights, Inc.



The unit will be used by the Police Department for surveillance and crowd

control for events such as the fair, RiverFest, SOA and many other activities

where the public has convened. The equipment allows an officer to be elevated

at least 24 feet to survey a crowd for potential danger and provide deterrence

if necessary.



Funds are budgeted in the FY04 Budget, Law Enforcement Grant ? Capital

Expenditures over $5,000 ? Police; 0216-400-3360-LLEG-7761.01.

(C) TREES FOR PLANTING ON THE CITY?S RIGHT-OF WAYS- BID NO 04-0041



It is requested that Council approve the purchase of 808 trees from Thom?s

Trees and Plants, Inc., in the amount of $80,485.00. The trees will be planted

on various right-of-ways throughout the City and will be used as new plantings

and replacements for trees damaged or killed due to weather conditions.



One hundred and fifty-five bid invitations were mailed; twenty-six bids were

received on December 3, 2003. This bid has been advertised, opened and

reviewed. The bid specifications consisted of twenty-three different species

of trees. The bidders were:

Provide one (1) Misonix FR-6000 forensic evidence drying cabinet (or

equivalent) to Columbus Police Department. The department will use the

scenes.

Scope of RFP

The Columbus Consolidated Government (the City) desires to select a qualified

vendor to provide three (3) Commercial Zero-Turn-Radius Mowers. The mowers

Department.
