A RESOLUTION

No.



WHEREAS, Roy Waters, Columbus Chief of Fire and Emergency Medical

Services and Director of Emergency Management Agency, will be retiring on

November 30, 2005;



WHEREAS, Chief Roy Waters has been serving the citizens of Columbus,

Georgia since February 1, 1973;



WHEREAS, Chief Waters is credited with establishing one of the first

Hazardous Materials Response Team in the Southeast in 1988; the Columbus team

is nationally recognized and is a model for the nation;



WHEREAS, he has served as Chief of the Columbus Fire and Emergency

Medical Services and EMA Director since August 3, 1999;



WHEREAS, during his tenure, the City of Columbus obtained an ISO rating

of 2 on August 1, 2001 which saves Columbus citizens and businesses thousands

of dollars each year in insurance premiums;



WHEREAS, Chief Waters successfully accepted the challenge of the merger

of the two departments, the Fire Department and the EMS Department, on June 19,

2001;



WHEREAS, under his leadership, this merged department obtained the

prestigious status of Fire Accreditation International on August 27, 2002, and

continues to maintain that status to this date;



WHEREAS, he has been dedicated to improving the quality of life for the

citizens of Columbus through the excellence of proficient and efficient fire

responses and mitigations, fire education, and improving public perception of

the fire and emergency medical services mission.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES AS

FOLLOWS:



We hereby commend and express our deep appreciation to Columbus Fire

and EMS Chief and EMA Director Roy Waters for his dedicated service to the

citizens of the Consolidated Government, the State of Georgia, and to his

country. We wish him every success in his retirement. Let a copy of this

Resolution be forwarded to Chief Roy Waters.

Introduced at a regular meeting of the Council of Columbus, Georgia held on the

29th day of November, 2005, and adopted at said meeting by the affirmative vote
