SUB: Employees Pension Boards of Trustees
The terms of office of Ms. Carolyn Helms and Mr. Murray Daniel Gray, Jr.,
on the Employees Pension Boards of Trustees will expire on June 30, 2002. Mr.
Gray is eligible to succeed himself, but Ms. Helms is not as she has already
served two complete terms. Members who fill these positions are appointed for
four years.
Mr. Murray Daniel Gray serves in one of those two positions filled by
individuals representing the business community. This position is filled by a
nomination made by the Mayor and confirmed by the Council.
Ms. Carolyn Helms serves in that position filled by a representative of
the Retired City Employees Association. This position is also filled by a
nomination made by the Mayor and confirmed by the Council.
Attached for your information, is a list of the current members of the
board, along with a copy of our data sheet on the board.

EMPLOYEES PENSION PLAN BOARD OF TRUSTEES (16A-13)
MEMBERSHIP: Ten members, consisting of three persons designated by title, five
persons designated by name and two persons designated by a combined process of
election and appointment from departments under the supervision of the City
Manager and departments under the supervision of the Mayor in his capacity
as Director of Public Safety. (16 A-13(13.1) DESIGNATED BY TITLE: The Mayor,
The City Manager and The Finance Director. (16A-13(13.01) THE FIVE DESIGNATED
BY NAME shall be selected by the Mayor and shall be subject to approval of the
Council. Of these five, four shall be selected from the local business
community and one from among the membership of the Retired City Employees
Association, Inc. (16A-13)(13.02) Of the two designated by the process of
election and appointment, one shall be selected from the active members of the
Employees Pension Plan as determined under 16A-3 of Columbus Code in the
following manner:
Departments under the supervision of the City Manager and other departments of
elected or appointed officials which are classified as non-public safety
departments for pension purposes shall each elect a nominees of these
departments the City Manager will make a final selection by appointment. The
second member designated by the process of election and appointment shall be
selected in the following manner: Departments under the supervision of the
Mayor in his capacity as the Director of Public Safety and other departments of
elected or appointed officials classified as public safety employees for
pension purposes shall each elect a nominee who shall be submitted to the
Mayor, and from among the nominees of these departments the mayor will make a
final selection by appointment.
THE NAMES OF THE APPOINTEES WILL BE IMMEDIATELY FORWARD TO THE SECRETARY OF THE
BOARD OF TRUSTEES AND THE CLERK OF COLUMBUS COUNCIL. THE TWO TRUSTEES
DESIGNATED BY SELECTION SHALL SERVE ONE YEAR TERMS OF OFFICE.

MEMBERSHIP: Ten members, consisting of the same three persons designated by
title, the same five persons designated by name and the same two persons
designated by selection to serve on the Employees Pension Plan.

SUCCESSION: The three members designated by title continue in office. The
other members who have serve two consecutive full terms are not eligible to
succeed themselves until the laps of twelve months from the end of said term.

Charge/Mission
There are actually four boards which are responsible for the administration of
the city employee's pension funds. There are ten members. Three members are
designated by title, five members by name, and two members designated by a
combined process of election and appointment from city department under the
supervision of the City Manager and departments under the supervision of the
Mayor in his capacity as Director of Public Safety. The five persons
designated by name are selected by the Mayor and confirmed by the Columbus
Council. Those members designated by titles are the Mayor, the City Manager
