MINUTES # 32-03



The Columbus, Georgia, Board of Tax Assessors met Wednesday, August 13, 2003,

at 2:00PM with Chairman Lawton Grantham, Assessors Richard Stallings, Ann

Grantham, William Braxton and Pat Hunter present. Also present was Chief

Appraiser Martin J. Land.



Assessor Ann Grantham made a motion to approve Minutes #31-03, Assessor Pat

Hunter second the motion, motion carried unanimously.



Chief Appraiser Martin Land advised the Board that Columbus for Kids, Inc.

request for non-taxability does not include all the property Columbus for Kids,

Inc. owns. The Board asked Chief Appraiser Martin Land to have someone contact

Mrs. Rumer and notify her only part of the property was approved for

non-taxability and if she wishes to apply for tax exempt status for the

remaining property she must fill out another request for non-taxability for

that property.



The Board reviewed a letter from William Cliatt regarding parcel ID 083 002 013

3 and asked Chief Appraiser Martin Land to notify Mr. Cliatt that his tax

return for the property located at 5734 Windsor Dr Unit 3 was not timely;

however, the Board of Tax Assessors has an open door policy and if Mr. Cliatt

wants to appear before the Board regarding this matter he can make an

appointment.



The Board also reviewed a letter from AdValorem Services Co. regarding timely

mailing of the appeal for Verizon Wireless Messaging Services. The Board

declared the appeal timely.



The Board approved conservation use values for 2003.



The Board also discussed a pending appeal for arbitration and asked Chief

Appraiser Martin Land to contact City Attorney Clifton Fay to check with Larry

Taylor to see if Richard Moorefield was acceptable as a single arbitrator.



Chief Appraiser Martin Land presented one residential map split, which was

reviewed and approved by the Board for 2003.
