Memorandum
DATE: October 31, 2003
TO: Mayor Poydasheff
FROM: Tiny B. Washington, CMC
Clerk of Council
SUB: Housing Authority of Columbus
===================================================================
The term of office of Ms. Beatrice Grant, who serves as the resident
member on the Housing Authority of Columbus will expire on November 16, 2003.
Ms. Grant was first
appointed to the board on November 2, 1999 by Mayor Bobby Peters. She was
nominated and confirmed for a second term of office on November 21, 2000.
On November 6, 2001, I advised Mayor Peters that Ms. Grant?s term of
office would be expiring on November 16, 2001 and that she was not eligible to
succeed herself. However, there was information submitted by the Housing
Authority pointing out that there was no statute prohibiting service or more
than two terms by a resident commissioner of a housing authority and the
incumbent resident commission may continue to serve.
I then posed that question to City Attorney Fay, who did some research and
later opined that the resident member could indeed continue to serve. Mayor
Peters then again nominated Ms. Grant on January 22, 2002 to serve another term
of office.
I am hereby advising you, Mayor Poydasheff, that Ms. Grant?s current term
of office will expire on November 16, 2003; and as you know, members of this
board are appointed exclusively by you.
Please let us have the name of your appointee as soon as you have made
your selection.
