The terms of office of Ms. Susan Binns, Ms. Patricia Cardin, Mr. William

Consoletti, Mr. Bernard Corcoran, Mr. Chuck Granberry, M. David Hay,

Ms. Paula James and Mr. Elliott Waddell, III.



Of the seven incumbents whose terms of office will expire Ms. Susan Binns and

Ms. Paula James are not eligible to succeed themselves. Mr. David Hay is

eligible to succeed himself; however, does not wish to be reappointed.



Attached, for your information is a list of the recommendations from the Keep

Columbus Beautiful Commission, for those individuals who are not eligible to

succeed themselves or does not wish to be reappointed.



The Commission is also requesting the seat of Ms. Marlene Sharpe be declared

vacant, due to her not been able to attend any of the 2003-04 meetings due to

her work schedule conflict.

COMPOSTION OF BOARD: Twenty-five (25) members.



QUALIFICATIONS OF MEMBERS: Shall be citizens of Columbus, or shall be

qualified registered voters of Columbus, or owners of a business located in

Columbus, or full-time employee of such a business. (Col. Code, Sec. 2-139



MEMBERS APPOINTED BY: One (1) member shall be appointed by the Columbus Council

from each Columbus Council district and the remaining seventeen (17) shall b

appointed by the Columbus Council from nominations made by the commission

chairperson or from any other nominations made from the floor of the Columbus

TERMS OF OFFICE: Two year (Sec. 2-137, Col. Code)



POWERS, DUTIES AND RESPONSIBILITIES: Work in conjunction with Keep America

Beautiful, Inc to achieve the goal of sustained reduction in litter as a first

step towards improving the environment. (Sec. 2-131 through Sec. 2-138)



COMPENSATION: Members are not compensated. (Sec 2-137)



SUCCESSION OF MEMBERS: Members are eligible to succeed themselves for one

additional two-year term. See also, Col. Code Sec. 2-1 for general provisions

applying to all boards, commissions and authorities.



COMMISSION?S PERMANENT COMMITTEES: The commission establishes permanent

committees to carry out the duties of the commission, each to be chaired by a

member of the commission as designated by the commission. (Sec. 2-132, Col.

Code)



EXECUTIVE DIRECTOR: The commission, with Council?s approval, appoints a

full-time salaried executive director. (Sec 2-134)

Charge/Mission

This Board was established to work in conjunction with Keep America Beautiful,

Inc. to achieve the goal of a sustained reduction in litter as a first step

towards improving the environment. It has 25 members, eight of which consists

of one resident each of the eight new Council Districts. The eight Council

District members are appointed exclusively by the Columbus Council. The

remaining 17 members are nominated by the Chairperson of the Keep Columbus

Beautiful Commission or other nominations made from the floor of the Columbus

Council. The board Chairperson's nominees must be confimed by the Columbus

Council. Members shall be citizens of Columbus and qualified registered voters

of Columbus, or owners of a business located in Columbus or a full-time

employee of such business. (Columbus Code, Sec. 2-131 through 2-138 (e)
