AN ORDINANCE

An ordinance providing for the demolition of nineteen structures

located at 3751 Cusseta Road Lots 6, 11, 12, 13, 18, 23, 29, 32, 43, 54, 55,

128, 132, 144, 149, 172, 173, 175, 189 (Bobby G. Penny, owner); and for

demolition services for the Inspections and Code Division in accordance with

the attached Tabulation of Bid sheet.

WHEREAS, Section 8-81 through 8-90 of the Columbus Code specifies the procedure

and requirements for removal of buildings unsafe or unfit for human habitation;



WHEREAS, these provisions and requirements have been and are fully complied

with on the property listed below;



WHEREAS, administrative implementation instructions pertaining to this

Ordinance are on file in the Accounting Division, the Inspections and Code

Division, and the City Manager's Office;



WHEREAS, Bill Reaves of Reaves Wrecking Co., Inc. is the contractor for the

demolition of all nineteen structures located at: at 3751 Cusseta Road Lots 6,

11, 12, 13, 18, 23, 29, 32, 43, 54, 55, 128, 132, 144, 149, 172, 173, 175, 189

(Bobby G. Penny, owner) in the amount of $44,412.50;



WHEREAS, funds are budgeted in the FY05 Budget, Community Development Block

Grant-Neighborhood Redevelopment-Site Improvements.





NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS:

SECTION 1.



After adoption and approval of this Ordinance and compliance with such required

procedures, including the notices and hearing set forth, the demolition of the

structures listed above, in accordance with Sections 8-81 through 8-90 of the

Columbus Code is hereby authorized.

SECTION 2.



After validation by signature of duly appointed officials, the City's Chief

Accountant shall cause the assessments to be entered in the Demolition Lien

Book located in the Office of the Clerk of Superior Court.



SECTION 3.



A copy of this Ordinance shall be mailed to each property owner immediately

after entry with a noted date, page, and line number of the Demolition Lien

Book.

Introduced at a regular meeting of the Council of Columbus, Georgia, held on

the 12th day of April, 2005; introduced a second time at a regular meeting of

said Council held on the ______ day of __________________, 2005, and adopted at

STATUS AND CHRONOLOGY OF PROPERTY UNDER DEMOLITION NOTICE

II: BUILDING CONDTION AND CURRENT STATUS



At the time original inspection was made, structures were

vandalized. Owner has done nothing either to repair or demolish.



III: CHRONOLOGY



5-24-04 Property Maintenance Inspector inspected the property, and found the

structures to be vandalized, made photographs of the property, and wrote up

"Inspector's Condemnation Report."



7-14-04 Notice of hearing to be held mailed to owner of record.



7-28-04 Hearing held. Forty-five day "Notice to Repair or Demolish" hand

delivered to owner.



9-17-04 Inspections revealed that no progress has been made.



2-23-05 Requested asbestos survey and pricing to complete demolition from

Reaves Wrecking Company, Inc.



2-25-05 Letter mailed to owner that we were requesting asbestos survey and

pricing to complete demolition, after which we would send to Council for

approval of demolition.



3-25-05 Haley Carpenter, Reaves Wrecking Company, Inc., priced the cost of

asbestos survey and price to complete demolition at $44,412.50.



3-28-05 Re-inspections and new photographs revealed that no progress has been

made.



3-30-05 Letter mailed to owner advising cost of demolition and Council

dates.



4-12-05 Ordinance providing for demolition goes to Council for first reading
