SUBJECT: Acceptance of Household Waste from Harris County and Cusseta, Georgia
INITIATED BY: Department of Public Services
Recommendation: Authorize the City Manager to enter into negotiation and
contract with Harris County and Cusseta, Georgia to accept their household
garbage into Pine Grove Landfill at a minimum tipping fee of $27.00 per ton
subject to rate increase as may so be designated by Council.
Background: In April and May 2002, Cusseta, Georgia and Harris County
requested a proposal from Columbus Consolidated Government to accept solid
waste from their respective communities. Harris County generates approximately
12,000 tons of garbage annually and Cusseta, Georgia generates approximately
600 tons of garbage annually.
Analysis: Pine Grove Landfill was designed and constructed to provide for
approximately 30 years of Municipal Solid Waste (MSW) disposal at a rate of
90,000 tons per year. The disposal rate for the past two (2) years has been
reduced to 70,000 tons per year of MSW.
This rate reduction is due primarily to a reduction in commercial customers.
With this reduced rate, the estimated Landfill life has been extended to
approximately 40 years. Accepting Harris County and Cusseta, Georgia MSW would
reduce the Pine Grove Landfill?s life six (6) years over a 30 year period.
Thus, accepting MSW from these communities at the current rate would reduce the
life of the Landfill from 40 to 34 years.
Financial Consideration: One (1) MSW Cell has the capacity of approximately
80,000 tons of waste with a construction cost of $707,000 per cell. It will
take six (6) years of waste from these communities to fill one cell while
generating $2,041,200 in revenue.

Recommended Action: Recommend the Council adopt the attached proposed
Resolution authorizing the City Manager to enter into negotiation and contract
with Harris County and Cusseta, Georgia to accept household garbage from these
communities into Pine Grove Landfill at a minimum rate of $27.00 per ton.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO NEGOTIATION AND
CONTRACT WITH HARRIS COUNTY AND CUSSETA, GEORGIA TO RECEIVE HOUSEHOLD GARBAGE
FROM THOSE COMMUNITIES INTO PINE GROVE LANDFILL AT A TIPPING FEE OF $27.00 PER
TON SUBJECT TO RATE INCREASE AS MAY BE SO DESIGNATED BY COUNCIL.
WHEREAS, Columbus Consolidated Government operates Pine Grove Landfill a
sub-title ?D? facility permitted by the Georgia Environmental Division to
dispose of municipal solid waste; and
WHEREAS, Harris County, Georgia and Cusseta, Georgia have requested a
proposal from Columbus Consolidated Government to receive solid waste from
their respective communities; and
WHEREAS, The acceptance of solid waste from Harris County, Georgia and
Cusseta, Georgia will not significantly reduce the life of Pine Grove Landfill;
and
WHEREAS, The revenue generated by accepting solid waste from Harris County,
Georgia and Cusseta, Georgia will offset operational cost.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Manager is hereby authorized to enter into negotiation
and contract with Harris County, Georgia and Cusseta, Georgia to receive at
Pine Grove Landfill household garbage from their respective communities. The
funds generated will be revenue for the City and deposited into the Integrated
Waste Fund.
