An ordinance providing for the demolition of ten structures located at

2429 Cindy Drive (Debra Alexander and Roger Williams, owners); 1332 23rd Street

(Benchmark Standards, owner); 1337 Cusseta Alley (Tina M. and Glenn Duncan,

owners); 1419 & 1423 24th Street (Goolsby & Miller, owners); 2704 King Street

(Minnie A. Hubbard, owner); 356 28th Avenue (Ludie W. Thomas, Est, owner); 2915

5th Avenue (Windell Thompson and Harry Caldwill, owners); 26 Douglas Street

(Veterans Affairs, owner); 2714 Baldwin Street (Emma Wilson, owner); and for

demolition services for the Inspections and Code Division in accordance with

the attached Tabulation of Bid sheet.

WHEREAS, Section 8-81 through 8-90 of the Columbus Code specifies the

procedure and requirements for removal of buildings unsafe or unfit for human

habitation;



WHEREAS, these provisions and requirements have been and are fully

complied with on the property listed below;



WHEREAS, administrative implementation instructions pertaining to this

Ordinance are on file in the Accounting Division, the Inspections and Code

Division, and the City Manager's Office;



WHEREAS, Bill Reaves of Reaves Wrecking Co., Inc. is the contractor for

the demolition of all ten structures located at: 2429 Cindy Drive (Debra

Alexander and Roger Williams, owners) in the amount of $10,933.00; 1332 23rd

Street (Benchmark Standards, owner) in the amount of $8,316.00; 1337 Cusseta

Alley (Tina M. and Glenn Duncan, owners) in the amount of $4,117.50; 1419 &

1423 24th Street (Goolsby & Miller, owners) in the amount of $7,581.00; 2704

King Street (Minnie A. Hubbard, owner) in the amount of $3,678.00; 356 28th

Avenue (Ludie W. Thomas, Est, owner) in the amount of $6,302.00; 2915 5th

Avenue (Windell Thompson and Harry Caldwill, owners) in the amount of

$3,990.00; 26 Douglas Street (Veterans Affairs, owner) in the amount $5,873.00;

2714 Baldwin Street (Emma Wilson, owner) in the amount of $4,104.00.



WHEREAS, funds are budgeted in the FY05 Budget, Community Development

Block Grant-Neighborhood Redevelopment-Site Improvements.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS:



SECTION 1.



After adoption and approval of this Ordinance and compliance with such

required procedures, including the notices and hearing set forth, the

demolition of the structures listed above, in accordance with Sections 8-81

through 8-90 of the Columbus Code is hereby authorized.





SECTION 2.



After validation by signature of duly appointed officials, the City's

Chief Accountant shall cause the assessments to be entered in the Demolition

Lien Book located in the Office of the Clerk of Superior Court.



SECTION 3.



A copy of this Ordinance shall be mailed to each property owner

immediately after entry with a noted date, page, and line number of the

Demolition Lien Book.



Introduced at a regular meeting of the Council of Columbus, Georgia,

held on the 11th day of October, 2004; introduced a second time at a regular

meeting of said Council held on the ______ day of ______________, 2004, and

adopted at said meeting by the affirmative vote of ______ members of said

Council.

delivered to owner.



9-30-04 Permit issued to repair.



4-19-05 Repairs to these units were almost complete. Owner advised Council

that he would complete this building, move existing tenants in, and begin

repairs to other apartment buildings. Council granted 120 days on entire site.



7-20-05 Lien holder hearing held.



9-4-05 Lien holder forty-five day time expired.



9-12-05 New photographs reveal that these units were not completed and are now

vandalized and deteriorated.



9-15-05 Reaves Wrecking Company, Inc., priced the cost of completing the

demolition at $8,316.00.



9-30-05 Letter mailed to owner advising cost of demolition and Council dates.
