CONSENT AGENDA:



(1) 2nd Reading ? Amending the text of the Zoning Ordinance to change the

Off-Street Parking requirements for commercial, general business or personal

service establishments that cater to retail trade but not including food

stores. (31-A-02-Planning Division) (Councilor Rodgers) (Both the Planning

Advisory Commission and the Planning Division recommend approval.)



(2) 2nd Reading ? Rezoning approximately 4.88 acres of property located

at the northern portion of 6751 Macon Road from an R-1A District to a C-3

District. (33-CA-02-Artisan Properties, Inc.) (Councilor Rodgers) (The

Planning Advisory Commission recommends approval and the Planning Division

recommends conditional approval.)



(3) 2nd Reading - Rezoning approximately 32.116 acres of property

located at 6800 Macon Road from an R-1A District to an M-1 District.

(34-CA-02-Dykes Development, Inc.) (Councilor Rodgers) (The Planning Advisory

Commission recommends conditional approval with three conditions and the

Planning Division recommends conditional approval with two conditions as noted

in the staff report.)

(4) 2nd Reading - Authorizing the creation of an Environmental Court

Division of the Recorder's Court and the regular hearing of the docket for

violations of environmental ordinances; increasing the FY03 Budget for

Recorder's Court by $3,598.00; and for other purposes. (Councilor Hunter)



(5) ACCEPTANCE OF STREETS ? WEEMS ROAD, WHITTLESEY BOULEVARD, AND ADAMS FARM

DRIVE:

Authorization is requested for the acceptance of a deed to Weems Road,

Whittlesey Boulevard and Adams Farm Drive. The Department of Engineering has

inspected these streets and recommends the acceptance. An agenda report,

resolution and map are included.



(6) LOCAL ASSISTANCE GRANTS:

Authorization is requested to accept responsiblity as a pass-through agency for

Local Assistance Grants approved by the Georgia State Assembly for various

local agencies and programs. The name of these agencies are scrolling on

CCG-TV. An agenda report, resolution and map are included.



(7) Resolution excusing Councilor Evelyn Turner Pugh from the July 23, 2002

Council Meeting.





NON-ENCLOSURES, ACTION REQUESTED:



(8) Two New Zoning Petitions:



(a) Petition submitted by Randy McGee to rezone approximately 3.3 acres of

property located at the northwest side of Arkansas Drive, the northwest corner

of Arkansas Drive and Anglin Road, and the southwest corner of Claymore Road

and Anglin Road from an R-1A District to an R-4 District. (Recommended for

conditional approval by both the Planning Advisory Commission and the Planning

Division.) (41-CA-02-McGee)



(b) Petition submitted by Columbus Properties, LLC to delete the first sentence

of Condition #2 and the first sentence of Condition #3, both of which are part

of Ordinance 01-109, and replace the sentences with new sentences. (The first

sentence in Condition #2 as outlined in the current ordinance reads: ?The

three commercial lots fronting on Armour Road in Land Lease #3 shall be limited

to the following development: automotive service businesses such as a car wash,

oil and lube center, muffler shop, brake service center, or similar uses. The

first sentence of Condition #3 reads: ?On Land Lease #3, the portion

designated for mini-storage facilities may be used for RV, camper, and boat

storage.? (Recommended for conditional approval by both the Planning Advisory

Scope of RFP

Provide ticketing services to Columbus Consolidated Government. The term of

contract shall be for three years, with the option to renew for two (2)

additional years. Contract renewal will be contingent upon the mutual

agreement of the City and the Contractor.



August 2, 2002

1. Concessionaire Services (Annual Contract) ? RFP No. 03-0006

Scope of RFP

Provide concessionaire services at the Columbus Consolidated Government Center

Complex. The term of the contract will be for three (3) years with the option

to renew for two (2) additional twelve (12) month periods.



August 9, 2002

1. Construction Management Services for the Main Library and System

Headquarters ? RFP No. 03-0003

Scope of RFP

Provide construction management services for the new Main Library and System

Headquarters project.



2. Geotechnical-Environmental Testing Services (Annual Contract) ? RFP No.

03-0002

Scope of RFP

Provide Columbus Consolidated Government, Engineering Department with

geotechnical environmental services for soil and construction material testing

for the development or design of various construction projects on an ?as needed

basis?. The term of contract shall be for two years, with the option to renew

for three additional twelve-month periods. Contract renewal will be contingent

upon the mutual agreement of the City and the Contractor.



3. Professional Negotiating Consultants (Annual Contract) ? RFP No. 03-0004

Scope of RFP

Provide Columbus Consolidated Government with qualified professional

negotiating consultants to accommodate property owners or schedule let dates

during the acquisition program on an ?as needed basis?. The term of contract

shall be for two years, with an option to renew for three additional

twelve-month periods. Contract renewal will be contingent upon the mutual

agreement of the City and the Contractor.





August 14, 2002

1. Schatulga Road Culvert Repair ? Bid No. 03-0001

Scope of Bid

Provide construction services to repair a storm culvert on Schatulga Road.



2. Drainage Improvements ? Summit Drive, Belvedere Park & Japonica Drive ? Bid

Provide construction services for drainage improvements at Summit Drive,

Belvedere Park and Japonica Drive.
