BUILDING CONTRACTORS EXAMINING BOARD

REGULAR MEETING - 11:00 A. M. ? JULY 3, 2003





The regular monthly meeting of the Building Contractors' Examining

Board was held Thursday, July 3, 2003, at 11:00 A. M., in the office of the

Building Official. Members present were:

Mr. Johnny Cargill Mr. Tommy Hinton

Mr. Allen Wright



Board Member William L. Duck, Jr., was unable to attend the meeting. Mr. Danny

Cargill, Assistant Division Manager of Inspections & Code Enforcement Division,

sat in on the meeting as Mr. Duck?s representative. Mr. Johnny Cargill made a

motion, which was seconded by Mr. Hinton, to excuse Mr. Duck?s absence on

today, July 3, 2003, for personal business reasons. Motion carried unanimously

by the three members present for this meeting.



Six (6) applications were considered by the Board. A Certificate of

Qualification was issued to the following applicant:



Edward M. James (Residential Certificate)

Hammer Head Carpentry Co., Inc. Columbus, GA



Mr. Hinton made a motion, which was seconded by Mr. Cargill, to issue a

Certificate of Qualification to this applicant on the basis of his grade on the

examination, his letters of recommendation, and his qualifications, as revealed

by his resume, which showed the times and places of his work experience.

(Examinations were administered by International Code Congress {formerly,

SBCCI, Southern Building Code Congress, International}, on Saturday, June 28,

2003.) Motion carried unanimously by the three members present for this meeting.



None of the other five (5) who applied passed the examination. Mr.

Cargill made a motion, which was seconded by Mr. Hinton, not to issue

Certificates of Qualification to these five applicants until they pass the

examination. Motion carried unanimously by the three members present for this

meeting.



Each Board Member was given a packet of background information

concerning the hearing and complaint against John Kittrell, d/b/a J. K.

Builders & Associates. The hearing is set for Wednesday, July 23, 2003, 2:30

P.M., in the First Floor Conference Room of the Government Center Annex,

located at 420 Tenth Street. Mr. Kittrell and Mr. Esau Hunter, the

complainant, have been notified of the time and place of the hearing. Also,

the Board Members are to meet with Jaimie DeLoach, Assistant City Attorney, on

Tuesday, July 22, 2003, at 11:00 A.M. to go over the procedures for the

hearing.

The Minutes of the Monthly Meeting, which was held on April 3, 2003,

were approved as presented.



There being no further business to come before the Board, the

meeting adjourned at 11:27 A. M.
