BUILDING CONTRACTORS EXAMINING BOARD
REGULAR MEETING - 11:00 A. M. ? MARCH 4, 2004
The regular monthly meeting of the Building Contractors' Examining
Board was held Thursday, March 4, 2004, at 11:00 A. M., in the office of
the Building Official. Members present were:
Mr. Johnny Cargill Mr. Chad Pepper
Mr. Howard Bartlett
Mr. William L. Duck, Jr., and Mr. Allen Wright were unable to attend the
Meeting. Mr. Bartlett made a motion, which was seconded by Mr. Pepper, to
excuse Mr. Duck's absence due to professional business and to excuse Mr.
Wright's absence due to personal reasons. Motion carried unanimously by the
three members present for this meeting.
The Board welcomed Mr. Chad Pepper as a new member of the Board. Mr. Pepper
was appointed to fill the unexpired term of Mr. Hinton who had to resign as a
Board Member when he moved to Harris County.
Mr. Jack Wright, Ray M. Wright, Inc., had written a letter to the Board
requesting the Board to reinstate his Certificate of Qualification, which he
had not renewed since 1989. The Board agreed to talk with Mr. Wright at this
meeting. Mr. Wright gave the following information: The company operated
under his father's Certificate until his death in l995. After that, his
brother, Ernie Wright, received his Certificate, and the company had been
operating under Ernie's Certificate. Ernie is now not actively involved in the
running of the company. He said that they had always had a good reputation and
built 55 residential homes last year. He added that he thought the test really
wasn't necessary. He is willing to pay the back fees in the amount of
$495.00. After much discussion, the Board agreed to table this matter until
next month when all the members are present.
Six (6) applications were considered by the Board. Certificates of
Qualification as Contractors were issued to the following two (2) applicants:
Residential Certificates
Richard M. Cantrell Action Buildings Columbus, Georgia
Randall G. Perez R.P. Property Management Fortson, Georgia
Mr. Bartlett made a motion, which was seconded by Mr. Cargill, to issue
Certificates of Qualification to these two (2) applicants on the basis of their
grades on the examination, their letters of recommendation, and their
qualifications, as revealed by their resumes, which showed the times and places
of their work experience. (Examinations were administered by International
Code Congress {formerly, SBCCI, Southern Building Code Congress,
International}, on Saturday, February 28, 2004.) Motion carried unanimously by
the three members present for this meeting.

None of the other four (4) who applied passed the examination. Mr.
Cargill made a motion, which was seconded by Mr. Bartlett, not to issue
Certificates of Qualification to these four applicants until they pass the
examination. Motion carried unanimously by the three members present for this
meeting.
Mr. Bartlett made a motion, which was seconded by Mr. Cargill, to approve the
Minutes of the Monthly Meeting which was held on February 5, 2004. Motion
carried unanimously by the three members present for this meeting.
There being no further business to come before the Board, the
meeting adjourned at 11:55 A. M.
