BUILDING CONTRACTORS EXAMINING BOARD

REGULAR MEETING - 11:00 A. M. ? JUNE 5, 2003







The regular monthly meeting of the Building Contractors' Examining

Board was held Thursday, June 5, 2003, at 11:00 A. M., in the office of the

Building Official. Members present were:

Mr. Johnny Cargill Mr. Tommy Hinton

Mr. William L. Duck, Jr.



Board Member Allen Wright was unable to attend the meeting. Mr. Cargill made a

motion, which was seconded by Mr. Hinton, to excuse Mr. Wright?s absence on

today, June 5, 2003, for professional business reasons. Motion carried

unanimously by the three members present for this meeting.



Seven (7) applications were considered by the Board. None of the

applicants passed the examination; therefore, no Certificates of Qualification

were issued.



Mr. Duck presented a letter to the Board Members from Mr. Esau Hunter,

13 Patch Drive, who had contracted with John Kittrell, d/b/a J. K. Builders &

Associates, to make repairs to his home after a fire. Mr. Hunter had

complaints against Mr. Kittrell concerning the money he paid to him, the time

it took him to complete the work, and the quality of the work. Mr. Hunter had

been to Council with his complaints but was told by Council and by City

Attorney Clifton Fay that the Building Contractors Examining Board was the

proper authority to hear the complaints against a general contractor. Mr. Duck

advised the Board that the Board could hold a hearing in order to hear the

complaints and to give Mr. Hunter an opportunity to present his information and

to give Mr. Kittrell a chance to respond. There have been previous complaints

against Mr. Kittrell in 1997; however, the complainants did not pursue the

complaints as far as a hearing. The Board Members agreed to hold the hearing

if Mr. Hunter would attend. The hearing date will be announced at the next

Board Meeting. (Mr. Hunter?s letter of complaint was filed with the

Inspections & Code Enforcement Division, and is on file as a part of this

record.)



The Minutes of the Monthly Meeting, which was held on May 1, 2003, were

approved as presented.



There being no further business to come before the Board, the

meeting adjourned at 11:27 A. M.
