FOR THE MEETING OF NOVEMBER 20, 2001



O R D I N A N C E S:





(1) 2nd Reading ? Amending Ordinance #00-5 that amended certain conditions in

Ordinance #98-109 that amended certain boundaries of a district located east of

Armour Road and immediately east of Interstate 185 between Airport Thruway and

Manchester Expressway. The purpose of this amendment is to amend condition

numbers 2 and 3. (49-A-01-Columbus Properties, LLC) (Councilor Suber) (Both

the Planning Advisory Commission and the Planning Division recommend approval.)



(2) 2nd Reading - Rezoning approximately 9.654 acres of property located at

9055 & 9067 Veterans Parkway from an A-1 District to an A-0 District.

(51-D-01-Serrato) (Councilor McDaniel) (Both the Planning Advisory Commission

and the Planning Division recommend denial.)



(3) 2nd Reading ? Amending the text of the zoning ordinance to allow boarding

houses and rooming houses as a Special Exception Use in an R-3A District and an

R-4 District. Boarding houses and rooming houses are currently allowed as

principal uses in these districts. (52-A-01-Planning Division) (Councilor

Suber) (Both the Planning Advisory Commission and the Planning Division

recommend approval.)



(4) 2nd Reading ? Designating the Peacock Woods-Dimon Circle Historic District

as an official historic district in Columbus, Georgia and fixing the boundaries

of this historic district as shown on the attached map, which map is

incorporated by reference; and for other purposes. (This alternate does not

include the block located south of 17th Street, west of Forest Avenue, north

of Brookside Drive and east of Flournoy Drive.) (Alternate-Councilor McDaniel)

(NoteIf this ordinance is adopted, it will effectively amend Ordinance No.

01-104 adopted on November 13, 2001 designating this historic district.)



(5) 1st Reading - Amending Ordinance No. 01-104 which designated the Peacock

Woods-Dimon Circle Historic District as an official historic district in

Columbus, Georgia by excluding the properties contained in the block located

south of 17th Street, west of Forest Avenue, north of Brookside Drive and east

of Flournoy Drive until such time as the properties located within said block

are sold, transferred or conveyed in any manner to another party. (Councilor

Smith) (NoteIf this ordinance is adopted, it will amend Ordinance No. 01-104

adopted on November 13, 2001 and will also amend Councilor McDaniel's ordinance

(item #4) if Councilor McDaniel's ordinance is adopted on November 20, 2001.)



(6) 1st Reading ? Repealing Chapter 11, Article II, Subsections 11-17.4 (c) and

(d) of the Columbus Code and authorizing staffing and compensation for

temporarily vacant promotional positions. (Councilor Rodgers)



(7) 1st Reading ? Enacting the plan submitted by the Council Districting

Commission according to Section 6-102 of the Columbus Charter for

reapportionment of Council districts. (Council Districting

Commission)(NOTE--Councilor Pugh favors an amendment which would enact the plan

considered as Option No. 3 by the Council Districting Commission and maps for

Option No. 3 are included in the Council package.)







R E S O L U T I O N S:





(8) Requesting that the Georgia General Assembly amend the Columbus Charter,

Sections 5-600 through 5-605 (Ga. L. 1993, pp. 5013-5015), so as to provide

that the Recorder's Court of Columbus may create and designate a division of

Recorder's Court to hear and to exercise jurisdiction over all environmental

ordinances of Columbus, Georgia, including but not limited to, building code

violations, rehabilitation or demolition of substandard properties, health and

sanitation regulations, zoning regulations and other environmental regulations;

and so as to provide that the Recorder's Court shall have the power to order

any person found guilty of violating any such ordinances to correct such

violation at his or her own expense and to provide that the Recorder's Court

shall have the power to punish any person for contempt who, having been ordered

to correct a violation of any such ordinance, willfully fails to obey such

order within the designated day and at the designated time as given by such

court order with punishment for contempt in each such case limited to a fine of

one hundred ($100.00) dollars or imprisonment not exceeding ten (10) days or

both for each such violation; and further requesting that the bill authorize

the presentation of evidence in Recorder's Court by special enforcement

officers of Columbus, Georgia who shall have authority to issue citations for

violations of all such environmental ordinances. (Councilor Hunter)



(9) Requesting that the local legislative delegation to the Georgia General

Assembly repeal Section 6-102 of the Columbus Charter, which establishes a

districting commission to redraw Council district lines, with a new joint

commission empowered to recommend redistricting for both Columbus Council

districts and Muscogee County School Board education districts based upon

decennial census data. (Councilor Suber)



(10) Expressing appreciation to Mr. Charles E. Miller upon his retirement with

the Columbus Public Services Department after 15 years of service. (Mayor

Pro-Tem Rodgers)



(11) Expressing appreciation to Mr. Howard L. Hughes upon his retirement with

the Columbus Police Department after 31 years of service. (Mayor Pro-Tem

Rodgers)



(12) Expressing appreciation to Mr. Allan E. Rice upon his retirement with the

Columbus Police Department after 24 years of service. (Mayor Pro-Tem Rodgers)



(13) Commending and expressing appreciation to the students, parents and

administration of Grace Christian School in Columbus for their efforts in

raising over $400 for the New York Public Safety Disaster Relief Fund and their

assistance to Columbus Public Safety personnel who have raised over $9,000 for

the Fund and further expressing appreciation to Country's Barbecue who donated

food and their culinary expertise for this event. (Councilor Smith)
