MINUTES

July 14, 2003

Conference Room, Government Center Annex Building

3:30 p.m.



A meeting of the Board of Historic and Architectural Review was held on Monday,

July 14, 2003 at 3:30 p.m., 420 10th Street, Government Center Annex Building,

1st Floor Conference Room.

I. CALL TO ORDER



The meeting was called to order by Acting Chairman Teresa Tomlinson at 3:30pm.

A quorum was present. A motion was made by Andy Gilbert to approve the June 9

Meeting and Call Meeting Minutes. Andy Hidle seconded the motion. The motion

passed.





II. REVIEW OF APPLICATIONS



1. HD0307-01: Located 2620 8th Avenue, Robert Jones III, applicant.

Robert Jones presented the case. The request was to emplace a 6-foot dog-eared

wood privacy fence around rear yard (corner lot). Fence will have two

pedestrian and one vehicle gate. The staff report recommended approval with

modification of fence to follow side property line. The Board discussed the

irregular fence line along the side corner. Craig Davis motioned to approve the

application as submitted. Andy Hidle seconded the motion. The motion passed.



Craig Davis requested case HD0307-02 be moved to the end of the agenda. Acting

Chairman Tomlinson made the change.



2. HD0307-03: Located 1902 13th Street, Larry & Jane Crane, applicant.

Lance Cutsford presented the case. The request was a modification of a

previously approved application (HD 0304-07) to eliminate previously approved

front gate, pea gravel walkway from front stairs to front gate, and concrete

stairs from street to front gate. The staff report recommended approval of the

application. The Board discussed the changes and the fact that what was built

is not in compliance. Andy Hidle motioned to approve the application. Sandy

Green seconded the motion. The motion passed.





3. HD0307-04: Located 1619 17th Avenue, John Woodward, applicant.

John Woodward presented the case. The request was to add a 10?x14? brick and

concrete patio to rear (west) of house, replace existing entrance door and

adjacent window with patio door of similar style and replace a window on south

side to match existing. The staff report recommend approval of the

application. The Board reviewed and discussed the application. Andy Gilbert

motioned to approve the application, with the condition that it must have wood

true divided lite door and window. Sandy Green seconded the motion. The motion

passed.



4. HD0307-05: Located 1917 ? 12th Street, Mary Jean Mullins, applicant.

Mary Jean Mullins presented the case. The request was demolish a historic

garage and non-historic/non-contributing ?cottage? in rear yard to have room

for garden and child play area. The staff report recommended approval. The

Board discussed the material and design of the deck railing and stairs and the

location and design of the fence. Craig Davis motioned to approve the

application, with a more detailed application submitted to the Board prior to

construction of the deck and fence. Sandy Green seconded the motion. The

motion passed.



5. HD0307-06: Located 1811 Wildwood Avenue, Julie Smith, applicant.

Julie Smith presented the case. The request was a continuation of a previous

application (HD 0306-05) to provide additional information regarding design of

requested rear deck and placement of rear yard privacy fence. The staff report

recommends approval with more information regarding the fence return. The Board

reviewed and discussed the fence return and height. Sandy Green motioned to

approve the application. Andy Gilbert seconded the motion. The motion passed.



6. HD0307-07: Located 814 3rd Avenue, Coy E. Nichols, applicant.

Coy Nichols presented the case. The request was to place a wood sign with

vinyl lettering in the front yard, place 6-foot wood privacy fence along rear

and side property line and construct an access ramp from the rear entrance.

The staff report recommends approval depending on the size of the sign. The

Board reviewed and discussed the sign size and height. Andy Gilbert motioned to

approve the application with a stipulation the sign not exceed 5 feet in height

and 12 square feet total, and the applicant may remove the top decorative piece

to meet that requirement. Sandy Green seconded the motion. The motion passed.



7. HD0307-02: Located 2303 Wynnton Road, Muscogee County School District,

applicant.

The request was to construct 18,000sf addition with like materials. Add

exterior lighting and sign lettering to match existing. Andy Hidle motioned

to deny the application due to lack of representation. John Gower seconded the

motion. The motion passed. Craig Davis abstained.





III. OLD BUSINESS

? It was brought to the Board?s attention that they had approved adopting the

draft letter concerning use of cementious siding written by Andy Hidle as

policy, but that information was already covered by Policy #2. Sandy Green

motioned to rescind in part the motion to adopt the cementious letter as

policy. Dora Jackson seconded the motion. The motion passed.



IV. NEW BUSINESS

? Sandy Green motioned to excuse Helene Watson, John Sheftall and John Schley

from today?s meeting. Andy Hidle seconded the motion. The motion passed.

? The Board discussed member Thomas Pooler and his unexcused absences and will

prepare to have his vacancy filled.

? The Board requested staff member Allison Slocum provide assistance to a

church concerning the design of ramp.



V. ADJOURNMENT



There being no further business the meeting was adjourned.
