The Board of Elections and Voter Registration meeting was held September 1,
2005 at 2:00 p.m.

Margaret Jenkins, Vice Chairperson called the meeting to order in the absence
of the Chairperson, Mr. Walter J. Wright, Jr.
S Y N O P S I S
Motion was made and seconded to accept the minutes of the August board
meeting. Vote was unanimous.
COMMENTS:
The Director stated that a young man, Julius Anglin, would like to come before
the Board (today) to discuss a project that he is wanting to do in order to
receive his Eagle Scout Badge. As soon as Mr. Anglin arrives, the Board will
allow him the courtesy of presenting his project.
NEW BUSINESS: Identification Cards
Each Board member was provided with a copy of the ID card that the Parks and
Recreation Department uses for the area city pools. The Director would like to
get ID cards for the precinct managers, managers, pollworkers and all of the
Board members and staff. When the pollworkers attend a training class that
would create one record and on election day, their ID card will be scanned and
that will create a second record. The records would be merged into the payroll
system and a payroll would be done electronically. This would cut down on the
time spent having to determine who attended training, and who worked on
election day. If the worker forgets their ID card, they will not get credit
for Attending class or working. The only expense the Elections office would
incur is the ID cards and film. The program could be implemented for less than
$500.00. If the Board approves the Director needs to begin getting the cards
made and to the workers. The bar code would be the unique identifying facter.
After discussion, the Vice Chairperson asked after the Board?s pleasure, the
Board gave approval to implement the ID cards.
UOCAVA ABSENTEE BALLOT SYSTEM:
Under UOCAVA, military personnel and their spouses or dependents can request an
absentee ballot. We have to maintain the requests for two general election
cycles. We have about 2200 requests. If we were to have an election these
2200 people would automatically get a ballot. It is a nightmare to keep up
with. We have to make copies for the run-off and then have another copy to
carry over into the 2008 general election. Our IT Department is working on
creating a data base for us that will interface with our State Voter
Registration System so that we will be able to keep up with the applications.
The system will create an expiration date. When we enter the voter
registration number the record will show all of the information entered into
the absentee ballot system and will create an electronic record for us with the
evolving expiration date with an area to make a change of mailing address.
Mr. Julius Anglin appeared before the Board to present his idea for a voter
identification card for anyone who does not have an ID for voting. He is
looking at the DMV or Housing Authority. The time frame would be between nine
o?clock and two o?clock. Mr. Anglin has to appear before the Eagle Scout Board
before a date can be set for the project. He is to appear before the Eagle
Scout Board on September 8th.
Mr. Anglin asked the Board the following questions: (1) If they had any input
on what he could do to make this happen; (2) what constraints would be dealt
with at the Housing Authority instead of the DMV, and (3) if by chance it can
be done at the DMV, could the picture ID be used with a birth certificate or
social security card. The Elections Director stated that the law is very
strict on the type of identification that can be used by the voter. The
Director got a verbal opinion form the City Attorney, and she stated that she
would want it in writing, that the Housing Authority was a proper venue to make
identification cards for the voters. The Board suggested the main library as a
site for the project. Because of the different housing areas he may want to go
to each of the main offices of the housing areas. It was also suggested that
the Governor?s Office may have a mobile unit that can be used. The Director
asked Mr. Anglin to call after he gets approval so that the Board can
coordinate what needs to be done.
OLD BUSINESS:
The General Accounting Office from Washington, D.C. will be in the office
September 26th and 27th for the purpose of gathering information to develop
best practices and procedures to submit to Congress. The Board members was
given copies of some information they requested before the visit.
HB244:
House Bill 244 was approved last Friday by the Department of Justice. The
Director asked the Board when should they get a presentation ready to be
televised on the CCGTV network. After a discussion the Board asked that Nancy
check with the House Committee to see if changes are going to be made before
educating the voters. If changes are to be made, it will have to go back
before the Justice Department for approval.
VOTER CERTIFICATES:
The Board voted to discontinue the use of the pre-printed voter certificates.
When we receive the Express Poll equipment, the area managers, and precinct
managers will be asked to come and observe the equipment.
Being no further business to discuss, a motion was made to adjourn. Vote was
unanimous.
