1336 ? 23rd Street
Re: Extension to Matthew L. England to repair Brittany Apartments at 1336 ?
23rd Street and 2213 and 2217 ? 14th Avenue.
Present: Councilman Glenn Davis, Richard Bishop, William Duck, Danny Cargill,
Matthew England, Laura Murphy
Richard Bishop introduced those present to Maj. England. Copies of the
Condemnation Report were issued to everyone present. Mr. Bishop asked Maj.
England if he had seen the report before today?s meeting. Maj. stated that he
had seen it and was in possession of the information. Maj. England told those
present that he is confident that he can bring the apartments up to code if
given sufficient time to do so. He believes the property to be a good
investment with good income potential. He is negotiating at this time with
several sub-contractors to do the necessary work and will receive estimates as
quickly as possible. Mr. Duck requested that permits be obtained and necessary
inspections be called for. Councilman Davis then asked Maj. England if he
understood what is required of him. Maj. England responded in the affirmative
and assured him that all he needs is time.
Mr. Bishop questioned Maj. England about the repair status of 1332 ?
23rd Street and all present inspected the units. Maj. England stated that these
units are ?90% complete at this time?.
Councilman Davis asked Mr. Duck who has the responsibility of
relocating the tenants occupying the condemned units in the event the
structures are not repaired and must be demolished. Mr. Duck explained that the
responsibility falls on Maj. England as the property owner. Councilman Davis
asked if the City had funds available to assist Maj. England with relocation of
tenants if that should become necessary. He was told that the City could not
take on that responsibility or expense, but Mr. Duck suggested that he consult
Lynnette Gross, Director of Community Reinvestment, to determine if any
programs are in place to be of assistance. Mr. Davis stated that his purpose is
to be assured that Maj. England understands all that is required of him to
bring the property into compliance. He feels that Maj. England?s intentions are
good. Mr. Duck said that completion of the project is dependant on Maj. England
employing sufficient manpower to accomplish the job in a reasonable time frame.
Mr. Duck also expressed concern that the property be maintained in the future.
Councilman Davis concluded the meeting and Mr. Bishop assured Maj.
England that Miss Murphy would be available to work with him to facilitate
inspections of repairs to bring the apartments into compliance.
