MINUTES # 19-04
The Columbus, Georgia, Board of Tax Assessors met Wednesday, May 12, 2004, at
2:00PM with Chairman Lawton Grantham, Assessors Richard Stallings, William
Braxton and Pat Hunter present. Also present was Chief Appraiser Martin J.
Land. Assessor Ann Grantham was absent.
Assessor William Braxton made a motion to approve Minutes #18-04, Assessor Pat
Hunter second the motion, motion carried unanimously.
The Board reviewed an application for Veterans Exemption (Parcel ID 100 045
019); however, took no action.
Met with Atty Martin and Mrs. Vickie Martin representing St. Paul Methodist
Episcopal Church regarding a request for non-taxability for property located
at 2011 Wildwood Ave (Parcel ID 185 023 015). Mr. Martin told the Board the
house has been demolished and the property is used for church parking. He said
the property was used on January 1, 2004 for parking. He showed the Board
photos of cars parked on the property. The Board requested a field review.
Mrs. McCullars representing the Tax Commissioner?s Office appeared before the
Board. She told the Board that Mr.Glancey called the Tax Commissioner?s Office
and he was told he did not qualify for homestead exemption for 2004 because his
LES statement listed New York as his place of residence.
Mr. Glancey appeared before the Board regarding homestead exemption for his
property located at 1017 Ruth Creek Ct. Mr. Glancey told the Board that he
purchased a house in Columbus last year and established residency in Columbus
during 2003. He furnished the Board with a copy of his Georgia Driver?s
license, Muscogee County voter?s registration card, auto insurance ID card and
where he established a bank account in Georgia and a post card from New York
stating his name had been removed from the voting rolls. He also furnished
copies of his Leave and Earnings Statements, one date January 31, 2004, which
showed he was a resident of New York and a statement dated March 31, 2004
showing he was a resident of Georgia. The Board delayed action and asked Chief
Appraiser Martin Land to get advice from the City Attorney whether Mr. Glancey
qualifies for homestead exemption for the year of 2004.
