Ms. Kathleen Spencer?s term of office on the Board of Water Commissioners

will expire on December 31, 2002. The State Act that established this board

requires its members to be appointed in July for a term of office beginning the

following January.



Ms. Spencer is eligible to succeed herself for one additional term of

office.



Members of this board are appointed exclusively by the Council.



Including Ms. Spencer, there are three board members who resides in

Senatorial District 16 and one who resides in Senatorial District 15. Ms.

Spencer is the only woman currently serving on this board.



Enclosed, is a copy of our data sheet, as well as a list of the current

members on this board.

QUALIFICATIONS OF MEMBERS: Shall be free holders and citizens of Columbus and

qualified by law to vote at elections held for the selection of Mayor and

Pages 213 and 214: Clerk of Council reports, and City Attorney concurs, that

there are no prohibitions contained in the 1902 act that established the board,

the Columbus Charter and the Columbus Code relative to a member of the Columbus

Council serving as a member of the Board of Water Commissioners. See also,

Charge/Mission

This board has the responsibility for the operations of the Columbus Water

Works. It was established by Act No 54, adopted by the General Assembly of

Georgia on December 3, 1902. (Ga Laws 1902, Page 370-377) It has five (5)

members. The Mayor serves as one of the five members, the other four are

appointed by the Columbus Council in the month of July for terms beginning the

following January. (Ga. Law 1902, Page 370-377, Columbus Charter, Sec. 4-600)
