RESOLUTION

NO.



WHEREAS, the Hughston Clinic, P.C. is a single-specialty medical group of 17

Orthopedic Surgeons who specialize in a range of medical/surgical

musculo-skeletal sub-specialties;



WHEREAS, the Clinic is a nationally and internationally recognized "center of

excellence" for Orthopedic Sports Medicine;



WHEREAS, patients come to the Clinic from all over Georgia, the United States

and other countries to seek the clinical and surgical expertise of the Clinic's

orthopedic surgeons;



WHEREAS, the Clinic is also a leading national research, professional education

and training resource through the Hughston Sports Medicine Foundation;



WHEREAS, the Clinic is proposing to develop a "Limited-Purpose Orthopedic

Ambulatory Surgery Center" (or LP-ASC) which will require a State Certificate

of Need (CON) and the CON review process will be completed within the next five

to six months, with construction of the LP-ASC to begin soon after receipt of

the CON approval, if granted;



WHEREAS, the Hughston Clinic LP-ASC is expected to serve thousands of patients

annually and will contribute significantly to the local economy with patients

commuting from out-of-state and relying on local hotels, restaurants and other

businesses during their stay in Columbus;



WHEREAS, this Council deems this project to be in the public interest of the

Columbus community and we desire to express support for the Hughston Clinic

LP-ASC project in Columbus and the CON application of the Hughston Clinic.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



We hereby express our support for the Hughston Clinic LP-ASC project and for

the Certificate of Need application of the Hughston Clinic. We hereby encourage

the Department of Community Health for the State of Georgia to grant the CON

requested by the Hughston Clinic for the Ambulatory Surgery Center to be

located in Columbus Georgia. Let a copy of this resolution be forwarded to the

Georgia Department of Community Health and the Hughston Clinic.

Introduced at a regular meeting of the Council of Columbus, Georgia held on the

9th day of November, 2004, and adopted at said meeting by the affirmative vote

of ten members of Council.
