The regular monthly meeting of the Board of Water Commissioners of
Columbus, Georgia, was held at the office of the Columbus Water Works on
Monday, May 10, 2004, at 1:30 p.m., the following Commissioners being present:
Kathelen Spencer, Chairperson
Leon Siegel, Treasurer
James Yancey
Harry Vernon
Absent: Mayor Robert Poydasheff
Receipt of the Minutes of the April 12, 2004, meeting was acknowledged
by the Board and approved as written.
Management recognized Mr. Dave Topar Manager of Site Services at
Pratt-Whitney, which is one of our industrial customers. Management advised
the Board that each year the Georgia Water Pollution and Control Association
recognize industrial facilities that have an outstanding performance in their
industrial pretreatment program. This is the eleventh time Pratt-Whitney has
received this award for environmental excellence.
After the presentation of the award the Board congratulated
Pratt-Whitney for doing an outstanding job in protecting our environment.
Next, Management recognized Richard Greene and Stacey Barnes for
receiving the Top Ops Award from the Georgia Water and Pollution Control
Association. Richard Greene received the award for outstanding and innovative
performance in the field of Water Operations for District 4. Stacey Barnes
received the award for outstanding and innovative performance in the field of
Wastewater Operations for District 4. The Board congratulated Mr. Greene and
Mr. Barnes for their outstanding services.
Management advised the Board that the North Columbus Water Treatment Plant
received the Platinum Award for its complete and consistent Safe Drinking Water
Act compliance for six consecutive years. Also, the South Columbus Water
Resource Facility received the Georgia Water and Pollution Control Association
(GWPCA) Platinum Award for seven consecutive years for its complete and
consistent National Pollutant Discharge Elimination System (NPDES) compliance.
President Turner informed the Board that the Columbus Water Works along
with Lockheed Martin received the Gold Achievement Award, which recognized the
Water Works for their outstanding dedication to Richards Middle School as a
Partner In Education. The Board commended President Turner and the staff.
Using a PowerPoint Program, President Turner presented the 2004-2005
Operating Budget, which had been previously provided to the Board for their
consideration and approval. A copy of the 2004-2005 Budget is on file at the
Water Works office. Following discussion, motion was made and seconded to
adopt the Operating Budget for the fiscal year 2004-2005. Motion carried.
Management presented the reports from the Division of Operations,
Division of Engineering and Division of Environmental Information Services.
Following each presentation, the Board acknowledged the Division Reports for
the month of April.
The Financial Report for the month of April, along with the Meter
Reading, Employee and Customer Services? Reports, were presented to the
Board. Following discussion, motion was made and seconded to accept the
reports. Motion carried.
Last on the agenda, President Turner noted copies of letters in the
Board book thanking members of the staff for their participation and services
provided to various organizations. The Board acknowledged President Turner?s
report.
