In response to a question concerning who appoints the members of the

Power Alley Development Authority Board, please be advised that five of the

nine members will be appointed by the Governor, two by the Lt. Governor and two

by the Speaker of the House of Representatives.



I was also asked to research what Federal Circuit Court of Appeals held

that it was unconstitutional for libraries to filter the internet and found

only two federal district level cases so holding, one in Virginia and one in

Pennsylvania. Neither of these states is in our circuit, the Eleventh

Circuit. Therefore, these cases are not binding on us; however, they are

persuasive as to how the courts in our circuit would rule.
