MINUTES OF THE LAST MEETINGS: Minutes of the February 10 and February 17,

2004 Meeting of the Council of the Consolidated Government of Columbus, Georgia.

CONSENT AGENDA



(1) 2nd Reading:



Rezoning property located at 5050 Warm Springs Road from an R-3A

District to an A-0 District. (5-CA-04-Wright)(Councilor McDaniel)(Both the

Planning Advisory Commission and the Planning Division recommend conditional

approval.)



(2) 2nd Reading:



Amending Section 20-20.8 of the Columbus Code on vehicle immobilization so as

to establish an amnesty period during which violators' vehicles will not be

immobilized. (Councilor Henderson)



(3) STREET ACCEPTANCE - BROADSTONE COURT AND A PORTION OF IRONSTONE DRIVE:



Authorization is requested to accept a deed to Broadstone Court and that

portion of Ironstone Drive located in Section Three, Broadfield Subdivision.

The Department of Engineering has inspected these streets and recommends the

acceptance. An agenda report, map and resolution are attached.

(5) TEMPORARY STREET CLOSURE:



Application of St. Paul United Methodist Church to temporarily close

Leonard Street between Forest Avenue and Wildwood Avenue, from 6:00 p.m on

February 26 through 6:00 p.m February 27, 2004, in connection with the

"Barbecue for Missions". (The Police Department has recommended approval.)



(6) ADD-ON APPLICATION FOR TAXICAB LICENSE:



Application of Mr. Vernon L. Middlebrook for a taxicab owner's business

license for Airway Cab Company, to be located at 909 East 280 By Pass, Phenix

City Alabama. (The Police Department has recommended approval.)



(7) ADD-ON RESOLUTION:



Excusing Councilor R. Gary Allen from the February 24, 2004, Council

Meeting.

1. Lot Clearing Services (Re-Bid) (Annual Contract) ? Bid No. 04-0059

Scope of Bid

Provide services for annual clearing of vacant or unoccupied lots, including

cutting and removing grass, weeds, undergrowth and other vegetation, draining

of swimming pools, and removing any and all solid waste for Columbus

Consolidated Government (City), as required by law, on an ?as needed basis?.

The contract period shall be for one year, with the option to renew for two

additional twelve-month periods. Contract will automatically be renewed on the

anniversary date of the contract, unless either party gives a 30-day written

notice of cancellation.

1. Souvenir Vending Services at the South Commons Softball Complex

(Annual Contract) ? RFP No. 04-0016

Scope of RFP

Provide various souvenir items (i.e. T-shirts, caps, etc) for all bat and glove

events at South Commons. The contract period shall be for one year, with the

option to renew for two additional twelve-month periods. Contract will

automatically be renewed on the anniversary date of the contract, unless either

party gives a 30-day written notice of cancellation.

1. Vehicle Exhaust Systems for Columbus Fire & Emergency Medical Services

Bid No. 04-0044

Scope of Bid

Provide vehicle exhaust systems, complete and installed, (Nederman 20801764 or

equivalent), to six (6) Fire and Emergency Medical stations of Columbus

Consolidated Government. Sixteen (16) vehicle exhaust system drops will be

required to complete the project; Station 1 (3 drops), Station 4 (2 drops),

Station 5 (1 drop), Station 6 (4 drops), Station 8 (3 drops) and Station 11 (3

drops).

1. Storing, Transporting & Recycling Waste Tires (Annual Contract) ?

Bid No. 04-0062

Scope of Bid

Provide storing, transporting and recycling waste tires for the Columbus

Consolidated Government, Public Services Department on an ?as needed basis?.

The contract term shall be for one year, with the option to renew for two

additional twelve-month periods. Contract will automatically renew on the

anniversary date of the contract, unless either party gives a 30-day written

notice of cancellation.



2. Marquee Signs ? PQ No. 04-00012

Scope of Quote

Provide and install two (2) brick, LED marquee signs at Metra Transit System.

One marquee sign will be installed at the Main Office and one marquee sign will

be installed at the Transfer Center.



3. Bush Wash Rolling Doors ? PQ No. 04-0014

Scope of Quote

Provide and install two (2) rolling doors; one for the entrance and one for the

exit of the bus wash at Metra Transit System.

4. Pool Deck Equipment (Re-Bid) ? Bid No. 04-0060

Provide and install various pool deck equipment at Double Churches Pool. The

equipment consists of Competitor Swim Products, Wave Eater II, Keifer Advantage

II (or approved equivalent) racing lane lines (9), lane line storage reels (2),

lane line and storage reel covers (2), Keifer Intrepid XL starting platforms

(8) and anchors (16). The successful bidder is responsible for determining

gutter configuration, height and installation, and must completely deliver and

install the equipment no later than May 1, 2004.



5. Duty Ammunition (Annual Contract) ? Bid No. 04-0061

Scope of Bid

The Consolidated Government of Columbus Police Department is seeking vendors to

provide Federal HST HP .45 caliber +P or Winchester Ranger ?T? .45 caliber +P

ammunition. The Department will acquire either of the following two bullets

based on pricing and favorable trade-in terms. The contract term shall be for

one year, with the option to renew for two additional twelve-month periods.

Contract renewal shall be contingent upon the mutual agreement of the City and

the Contractor.

1. Video Recording and Broadcasting Services (Annual Contract) ?

RFP No. 04-0017

Scope of RFP

Provide Columbus Consolidated Government video recording and broadcasting

services on an ?as needed basis?. The contract term shall be for one year,

with the option to renew for two additional twelve-month periods. Contract

renewal shall be contingent upon the mutual agreement of the City and the

Contractor.
