SUBJECT: Permission to apply and accept Scrap Tire Management Grant

Recommendation: Authorize the application and acceptance of an EPD-Scrap Tire

Management Programs Local Government Enforcement and Education Grant. This

grant will allow us to implement an aggressive educational program and a public

relations program to be used during community forums, within the school system,

directing these efforts towards preschool, grade school, middle school and high

school students. It will allow us to build an extensive library of brochures,

booklets and other written paraphernalia, to educate new businesses, new

residents and other violators of the law regarding environmental issues.



Background: The City of Columbus has an established Enforcement Division,

which concentrates heavily on environmental issues. However, we do not have

any kind of educational programs to support the enforcement

aspects of this city. Therefore, we are requesting these grant funds to

establish educational programs to assist in notifying the public on what is

legal and what isn't legal. To date, we lean heavily on the Keep Columbus

Beautiful Commission to advertise and educate on some environmental issues. We

need an aggressive and complete educational program that will attack not only

littering issues, but scrap tire, solid waste, illegal dumping and junk vehicle

issues on commercial and residential property.



Analysis: Implementation of the Columbus Business Development Center

(Enterprise Zone) and the continued efforts to have community clean up

projects, being awarded this grant is the perfect opportunity to focus on an

educational campaign encouraging litter control, reporting illegal dumping,

accumulation of solid waste and any other environmental violations.



Financial Considerations: The proposed resolution will authorize the

application, acceptance and the possible need to amend the multi governmental

fund. Acceptance of this grant will require a local match of twenty percent

(20%) of the State funds awarded. This twenty percent (20%) match will be

budgeted from the Integrated Waste Fund in the FY'03 budget. Total amount of

grant is $80,808.55, twenty percent local match will be $16,161.71. No

additional impact on the General Fund will be incurred by accepting this grant

and amend the Multi-Governmental Fund by a like amount.



Some of Grant funds will be used to "hire one individual" to administer the

program as outlined herein.



Recommendations/Actions: Approval is requested to submit an application and if

approved accept grant funds from the Georgia Department of Natural Resources,

Environmental Protection Division.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY AND ACCEPT A GRANT

FOR THE COLUMBUS CONSOLIDATED GOVERNMENT FROM THE GEORGIA DEPARTMENT OF NATURAL

RESOURCES, ENVIRONMENTAL PROTECTION DIVISION'S SCRAP TIRE MANAGEMENT PROGRAMS

LOCAL GOVERNMENT ENFORCEMENT AND EDUCATION GRANT.



WHEREAS, funds are available from the Georgia Department of Natural

Resources, EPD Scrap Tire Management Program to assist in the enhancement of

our current Scrap Tire Management Program; and,



WHEREAS, the community will benefit by the implementation of an

extensive educational and marketing campaign to encourage the reporting of

scrap tire accumulation, illegal dumping, solid waste accumulation, as well as

educating the public on the affects of littering; and,



WHEREAS,the Department of Public Services has prepared a plan of

action, to include an agreement to work with the Keep Columbus Beautiful staff

to establish an effective marketing campaign as well as creation of an

educational program, against illegal dumping, scrap tire accumulation and

littering; and,



WHEREAS, this grant does require the city of Columbus to pay twenty

percent of all costs due to this being an "On-Going Program" and if necessary

for the Council to amend the multi governmental fund.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES AS

FOLLOWS:



That the City Manager is hereby authorized to submit an application and

if approved accept $80,808.55 in grant funds from the Georgia Department of

Natural Resources, Environmental Protection Division - Scrap Tire Management

Program, Local Government Enforcement and Education Grant with a 20% match,

which will be budgeted from the Integrated Waste Fund in the FY03 Budget and

authorize to amend the Multi-Governmental Fund by a like amount.

Funds from this grant will enable us to hire one individual to administer the

grant and implement an aggressive educational/public relations program.
