MINUTES OF MEETING



April 27, 2004





The Greater Columbus Golf Authority held the scheduled monthly meeting at Bull

Creek Golf Course. Members present were Chairman Donald Clack, Floyd

Washington, Earl Bagley, Richard Hagler, Willie Hill, Rick Cravens, Nancy

Wilkeson, Rhudine Nelson and June Holder. Staff members present were John

Milam and Steve Brown.



Minutes of the March 23, 2004, meeting were approved as presented. Motion made

by Richard Hagler and seconded by Rhudine Nelson.





Report of Steve Brown, Superintendent



The greens are slow growing due to cool temperatures. Top dressing and aerating

will be done in the next few weeks after more grass growth. The tees will have

the rye grass sprayed out. The fairways will be treated with weed control.

The course was closed on April 13th due to the storm that moved through.

Fifteen trees fell from the storm. The West Course greens have been

top-dressed. The guardrails are completed. We now have inmate labor working

on Sundays. With this additional labor, the greens are cut and bunkers are

raked. Prison guard, Harvey Martin resigned and we are currently looking for a

replacement.



Steve Brown and Chuck Lewis have spent considerable hours repairing the pump at

Godwin Creek. The situation is hazardous when working with electricity and

standing in water and the authority advice them not to put themselves in

danger. At Godwin Creek, the pump needs to be raised above the ground, there

is no schematic of the sprinkler control system to control the watering, the

course needs to be fertilized, and there is also no on-going maintenance of the

equipment.



The authority has recommended that the executive committee look into the

relationship of the First Tee Program and report back next month with their

findings. We are aware that the First Tee Program has 60-70 children per day

when they have a session.



Godwin Creek



Godwin Creek has $715 in the bank and is still awaiting the three thousand

dollars from the Yancey Foundation. Last month, Godwin Creek had $114 in

revenues. Godwin Creek is approximately $5000 in debt.







Report of John Milam, Director of Golf



Financial Report:



Oxbow Creek received $308,810 from revenues for fiscal year-to-date. The

expenses are $396,827 year-to-date leaving a deficit of $88,000. Last month,

Oxbow Creek took off some of its inventory to eliminate the depreciation.



Bull Creek received $855,355 in revenues for fiscal year-to-date. That figure

includes $376,660 from the city?s general fund. Bull Creek expenses are

$822,410 for fiscal year-to-date which is slightly higher than last year.

However, the expenses for the last ten months are running about $82,000 per

month which is less than the $100,00 per month average.



The AFLAC play is back on Monday and Tuesday evenings. They have about 100

golfers that participate at $17 per person.



Project Update:



The contractor would like to get out as soon as possible. The 13th green was

re-planted on April 22nd and is expected to have a 6-8 week grow in time.

There is still work to be done on some bunkers and fairways. Mr. D. J.

DeVictor feels that he has earned the $5000 bonus, however the project has

taken much longer than anticipated even though we have kept in the budget. The

authority feels that his actions and performance do not merit a bonus.



John Milan did a survey our competitors to see if Bull Creek needs to adjust

their fees. He recommended that the authority members look this report over

for the next meeting. John had several suggestions to consider: have a twilight

rate; the 9 hole rate on weekends needs to be higher than the 9 holes rate on

weekdays; and have memberships increase 5% in January ?05.



Mr. Willie Lewis on the Board of Zoning Appeals would like to propose that the

City Board members pay only for their carts and not green fees. The authority

members denied his request.



A motion was made at 4:51 p.m. to adjourn by Richard Hagler and seconded by

Rick Cravens.
