(D) STORM PIPE REPLACEMENT AT RIVER MILL ANTIQUE MALL
It is requested that Council approve a contract with Warr Grading Contractor,
Inc., in the amount of $23,069.00 to replace storm pipe at River Mill Antique
Mall in Bibb City.
The storm pipe replacement project site is adjacent to the Bibb Mill parking
lot. Warr Grading Contractor is currently replacing the storm pipe that runs
underneath the Bibb Mill parking lot; and the owner of Bibb Mill will pay for
this portion of the work. The section of the pipe that is connected to, but
extends beyond, Bibb Mill parking lot requires replacement as well, and the
City is responsible for this portion of the pipe replacement. Since the City?s
project is in such close proximity to the project in process at Bibb Mill
parking lot, it is only prudent to contract with the contractor who is already
on site, rather than expending the time and cost of formally bidding the
project. In addition, having two contractors on the same site could prove
counter-productive by doubling the traffic congestion and other inconveniences.
The contractor has inspected the site, reviewed the plans provided by the
Engineer, Jordan, Jones and Goulding, and submitted a lump sum cost proposal,
to the Engineering Department, to replace the pipe. The work will include the
following:
Demolition (Asphalt, Curb and Gutter Wall)
Install new 36? RCP as per Plans,
Trench Stabilization as needed
Install New Junction Box
New Storm Manhole to accommodate new pipe
Replace wall as needed
Replace curb and gutter as needed
Replace asphalt paving as needed
Traffic Control as needed
Construction staking
Soils testing as needed
The Engineering Department and the City?s contracted Engineer is confident this
vendor can perform the work, and the cost proposed is comparable to the cost
that is typical for this type of project. The vendor has agreed to provide the
necessary bonding and insurance required for this project.
Funds are budgeted in the FY04 Budget; Lease/Revenue Bonds - 2003A Series Bond

A RESOLUTION AUTHORIZING A CONTRACT WITH WARR GRADING CONTRACTOR, INC.,

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a contract
with Warr Grading Contractor, Inc., in the amount of $23,069.00 to replace
storm pipe at River Mill Antique Mall in Bibb City. Funds are budgeted in the
FY04 Budget; Lease/Revenue Bonds - 2003A Series Bond Project ? Drainage/Street
Improvements ? Storm Water Enhancements; 0554-200-2439-CBA-7622-40235030.
