SUBJECT: Medical Center Property Exchange & Acquisition
INITIATED BY: Engineering Department
Recommendation: Approve the attached resolution authorizing certain
street segments (remnants) be declared as surplus and authorized for disposal.
Background: The Medical Center Authority purchased all properties within
the block bound by 18th Street to the south, Veterans Parkway to the west, 19th
Street to the north and 5th Avenue to the east with the exception of the
Church's Chicken parcel. This property is being rezoned and replatted into two
parcels. One is the existing Hamilton House Nursing and Rehabilitation Center
parcel and the remainder will house the new John B. Amos Cancer Center. There
remains several old street segments within this property and the need to clean
up the street right-of-way line along Veterans Parkway and 5th Avenue to a more
uniform measurement.
Analysis: The assembly and replatting of this property is being accomplished
by an exchange of property between the Medical Center Authority and the
Columbus Consolidated Government with the balance of property being purchased
by the Medical Center. Our Property Management Division will introduce a
Resolution after the second reading of this ordinance requesting Council to
approve the sell of surplus property and the acceptance of new property/street
right-of-way. The property exchanges are described by survey plats and
summarized as follows:

Financial Considerations: There is no cost incurred to the City in declaring
said property surplus.
