MINUTES OF THE MEETING OF THE
TAXICAB COMMISSION OF COLUMBUS, GEORGIA
December 3, 2003
MEMBERS PRESENT
Chairman Wallace Archie, Mr. Mark Oropeza, Lt. Julius Ross, Mr. David Cassell
and Mr. Robert Kidd.
MEMBERS ABSENT
Ms. Diane Quick, Mr. Lorenzo Landrum and Mr. James Brooks.
A meeting of the Taxicab Commission was held in the Ground Floor Conference
Room, of the Government Center. Chairman Archie, noted that a quorum was
present, called the December 3, 2003 meeting to order at 3:05 p.m.
Updates on Proposed Ordinance:
Lt. Ross provided an update on the status of the proposed ordinance that was
sent to the City Attorney?s Office for review and to evaluate for the correct
legal form. He explained the reasons for delays in reviewing the ordinance by
Assistant City Attorney Jamie DeLoach, had primarily to do with the importance
of court cases that needed her attention. He advised that he has met with her
on a previous occasion to discuss the proposed amendments. He informed the
commission members that Assistant City Attorney DeLoach had some questions
regarding the intent of some of the sections that the commission presented. In
an effort to express the interpretations of the commission, Lt. Ross suggested
that he would meet with her along with any other commission member who wants to
sit down with the Assistant City Attorney. He maintained that Assistant City
Attorney DeLoach is putting the proposed ordinance in a format that she feels
is more workable, which is the reason it was sent to the City Attorney?s
Office. He highlighted some areas in which Assistant City Attorney DeLoach is
making changes, which includes some extended definitions on the terms.
Regarding the application, Chairman Wallace Archie asked how this document is
coming along. Lt. Ross responded by saying that we are going to work on that
at the same time as the proposed ordinance amendments. He called attention to
the section, which deals with the driver having the ability to read and write
English, because we have to make sure that this language is written exactly the
way that we would not be discriminating against minorities.
Lt. Ross also briefly explained the procedure and process for making ordinance
revisions. He said that he wanted to report this information to the commission
members so everyone would know where we are with the proposed ordinance
amendments.

Nominations for Chairman:
Chairman Archie delayed his decision to open the floor for nominations for
chairman. He explained that we have some members absent; therefore, he would
wait for next month?s meeting to bring this issue to the table.

There being no further business to come before the commission, Chairman Archie
wished everyone a happy holiday. He then entertained a motion for
adjournment. Mr. Kidd so moved, which was seconded by Mr. Oropeza and carried
unanimously at 3:10 p.m.
