COUNCIL BRIEFING



Meeting

April 20, 2004



Members Present: Mayor Pro Tem John J. Rodgers and Councilors R. Gary Allen,

Glenn Davis, Berry Henderson, Julius Hunter, Jr. (arrived 8:13 a.m.), Charles

E. McDaniel, Jr., Nathan Suber and Evelyn Woodson. Also present were Mayor

Robert S. Poydasheff, City Manager Carmen Cavezza, City Attorney Clifton Fay,

Finance Director Angela Cole and Deputy Clerk of Council Sandra Davis.



Members Absent: Councilors Wayne Anthony and Evelyn Turner Pugh were absent.

This meeting was already in progress when the recording secretary arrived at

8:30 a.m., which was held in the Council Chambers Conference Room, Plaza Level

of the Government Center.

Bond Issue:

An unidentified gentleman was making comments regarding the bond issue. He

pointed out that there would be a low issuance cost with the interest rate

being in the low 4% range for taxes and financing. He added that it has been

through the review process and named the administrators of the review.



When asked by Councilor Suber if this was the first time we have done this,

Mayor Poydasheff replied that it is not and emphasized what this organization

is doing in Spring Harbor with the Cancer Center is very important to the City

but does not obligate the City. Mayor Poydasheff proceeded to recall other

bonds that have been done for other organizations.



The gentleman provided some information about Spring Harbor. He said that

Spring Harbor is a continuing care center, which is fully licensed by the

Insurance Commissioner of the State of Georgia. He described the three

different levels of living and are as follows: Independent living, assisted

living and skilled nursing. He went over the acreage of the facility, age of

residents, units available and the construction period, which had already begun.

Purchase of Property:

City Manager Cavezza called attention to an item on his agenda for the purchase

of property identified as a ?parking lot? at 1015 Broadway from Mr. Walter

Hewell d/b/a Moving Man. He said this would bring about another 100 spaces of

service parking with the potential of elevated parking if we can form a

partnership with CSU or someone else. He briefly described the exact location

of where the City would gain access. He said that the value of the property is

$140,000.00. In response to a question of Councilor Henderson, City Manager

Cavezza replied that this purchase would include the City granting Hewell

Rentals, Inc., an easement to access two side doors on 1019 Broadway.



At this time, City Manager Cavezza responded to various questions regarding the

use of the street scape funds for this purchase and the accessibility of

property.

Comprehensive Plan:

City Manager Cavezza reported that copies of the Comprehensive Plan have been

provided to Council. He stated that we would be discussing this matter during

the work session on next week. Councilor Suber asked if the Home Builder?s

Association has been provided with a copy, at which time, City Manager Cavezza

advised that anyone that wants a copy could be provided with one.

Tour De Georgia:

On tomorrow, City Manager Cavezza reminded everyone that we would have the Tour

De Georgia, which means that we would have to prohibit parking on 12th Street

from Front Avenue to Veterans Parkway and on 10th Street from Front Avenue to

3rd Avenue.

Governor Perdue signing of bill:

Mayor Poydasheff informed everyone that Governor Sonny Perdue would be in town

next week to sign the Local Option Sales Tax and the Council is invited to

attend the signing. He said that he does not know the exact date and time, but

the Governor will be here for the signing ceremony on the Plaza level of the

Government Center.
