SUBJECT: Permanent Street Closings

18th Street & 6th Avenue



INITIATE BY: Department of Engineering



Recommendations: Approve the attached ordinance deleting a portion of 18th

Street and 6th Avenue from the Official Street Map of Columbus, Georgia for the

purpose of declaring said street segments and right-of-way surplus and

authorizing the disposal of said property in accordance with the Columbus

Charter.



Background: The City along with the Medical Center and Doctor?s Hospital have

reached an agreement to close that portions of 18th Street and right-of-way

from the east right-of-way line of 5th Avenue east to a point 342 feet west of

the west right-of-way line of 10th Street. A segment of 6th Avenue from the

north right-of-way line of 17th Street north to the south right-of-way line of

18th Street will be closed and disposed of in accordance with City Charter.

The Medical Center and Doctors Hospital will be responsible for the traffic

flow within their facilities and agree that 18th Street will not be closed to

thru traffic prior to alternate routes being provided by the Medical Center and

Doctors Hospital respectively.



Analysis: The Real Estate Division and the Engineering Department have

recommended approval of said street closings with provisions for maintaining

utility rights-of-way, and easements of record and recommends that both the

Columbus Regional and Doctor?s Hospital provide an Exclusive Option to the city

to allow the City to purchase lands owned by Columbus Regional and Doctor?s

Hospital lying adjacent to and north of 17th Street that may be deemed as

needed by the City of Columbus for road widening and right-of-way. The City of

Columbus may purchase the property at a pre-agreed upon price of $4.50 square

feet, upon the City exercising the option. The land deemed as needed by the

City of Columbus will be agreed upon by all parties as in the best interest of

the City of Columbus, Columbus Regional and Doctor?s Hospital. The exclusive

option shall only apply for future roadway widening of 17th Street to a

multi-lane roadway.



Alternatives: 18th Street and 6th Avenue may remain as public streets.



Financial Considerations: The City will sell 18th Street for $4.50 sq ft and

6th Avenue for $2.25 sq ft and transfer property via Quit Claim Deed subject to

all easements of record.



Legal Considerations: This action requires Council approval in the form of an

ordinance.



Recommendations/Actions: Authorize by ordinance the deletion of said street

segments and authorize disposal of street properties.

AN ORDINANCE REGULATING VEHICULAR TRAFFIC IN COLUMBUS, GEORGIA BY

DELETING FROM THE ?OFFICIAL STREET MAP, CITY OF COLUMBUS, GEORGIA? THE STREET

SEGMENT AND RIGHT-OF-WAY OF EIGHTEENTH STREET FROM THE EAST RIGHT-OF-WAY LINE

OF FIFTH AVENUE EAST TO A POINT 342 FEET WEST OF THE WEST RIGHT-OF-WAY LINE OF

TENTH AVENUE; DELETING THE STREET SEGMENT AND RIGHT-OF-WAY OF SIXTH AVENUE

FROM THE NORTH RIGHT-OF-WAY LINE OF SEVENTEENTH STREET NORTH TO THE SOUTH

RIGHT-OF-WAY LINE OF EIGHTEENTH STREET; PROVIDING THAT ALL EXISTING UTILITY

EASEMENTS OF RECORD REMAIN IN EFFECT AND PROVIDING APPROPRIATE WIDTH AS

REQUIRED BY THE APPLICABLE UTILITY COMPANIES WILL BE RESERVED FOR UNKNOWN

UTILITIES; AUTHORIZING THE DISPOSAL OF SAID PROPERTY IN ACCORDANCE WITH THE

COLUMBUS CHARTER; REPEALING ANY CONFLICTING ORDINANCES; AND FOR OTHER PURPOSES.

THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS:



SECTION I.



That the ?Official Street Map, City of Columbus, Georgia? is hereby

amended by deleting the following street segment and right-of-way:



Eighteenth Street: Beginning at the east right-of-way line of Fifth

Avenue and running east to a point 342 feet west of the west right-of-way line

of Tenth Avenue.



SECTION II.



That the ?Official Street Map, City of Columbus, Georgia? is hereby amended by

deleting the following street segment and right-of-way:



Sixth Avenue: Beginning at the north right-of-way line of Seventeenth Street

and running north to the south right-of-way line of Eighteenth Street.





SECTION III.



Providing that all existing utility easements of record remain in

effect and providing appropriate width as required by applicable utility

companies shall be reserved for unknown utilities.



SECTION IV.



That the street segments and rights-of-way described herewithin

Sections I and II are hereby declared surplus and no longer needed for roadway

purposes.



SECTION V.



That the street segments and rights-of-way described herewithin

Sections I and II are hereby authorized for disposal in accordance with the

Columbus Charter.



SECTION VI.



That all ordinances and parts of ordinances in conflict with this

ordinance are hereby repealed.
