MINUTES # 03-04



The Columbus, Georgia, Board of Tax Assessors met Wednesday, January 21, at

2:00PM with Chairman Lawton Grantham, Assessors Richard Stallings, Ann

Grantham, William Braxton and Pat Hunter present. Also present was Chief

Appraiser Martin J. Land.



Assessor William Braxton made a motion to approve Minutes # 02-04, Assessor Ann

Grantham second the motion, motion carried unanimously.



The Board reviewed the appeal for parcel ID137 001 001P and approved the

application of conservation use for 2003.



The following VA letters of application for VA exemption were reviewed and

approved:



Hampton 062 065 003 Approved.

Bracero-Vega 101 014 006 Approved.

Davis 146 005 016 Approved

White 101 014 043 Approved



Met with Mr. Carden regarding his personal property account # 06082901. Mr.

Carden told the Board Carden?s Outdoors, Inc. sold fishing and hunting

supplies. He said he closed the business on September 30, 2001. He furnished

the Board with a copy of the final return closing his business license on

January 16, 2004. He told the Board he had sold most of his inventory when he

closed his business and returned the rest to the suppliers. He furnished the

Board with a copy of his 2001 income tax return and the Internal Revenue

Service form 941 stating that the business was closed September 30, 2001. The

Board requested the Personal Property Division to check to see if another

business was located in the building which was occupied by Carden?s Outdoors,

Inc.; if another business occupied the building the date of the certificate of

occupancy was issued.



Met with Mr. Zastrow representing St. Mark United Methodist Church Inc.

requesting non-taxability for property located at 6817 Whitesville Rd (Parcel

ID 190 024 008). Mr. Zastrow said the property was being used for Cub Scout

meetings and occasional church functions. The Board is requesting a field

review.



Met with Mrs. Willis and Mrs. Gilbert representing Move of God Ministries,

Inc., requesting non-taxability for properties located at 4304, 4308 Mallory Rd

and 780 Courtenay Rd (Parcel ID 087 039 016, 17, and 33). Mrs. Willis said the

church is located on Parcel ID 087 039 016 and Parcel ID 087 039 017 is being

used for parking. Parcel ID 087 039 033 is a vacant wooded lot and is not being

used at the present time. Mrs. Willis provided a new mailing address of 8063

Veterans Parkway,

Columbus, Ga 31909. The Board is requesting a field review.



Met with City Attorney Clifton Fay to discuss a pending personal property court

case.



Met with Residential Division Chief Bob O?Brien, reviewed and approved the

following:
