SUBJECT: Gateway Road Limited Access Breaks

Recommendation : Approve the attached resolution authorizing the relocation of
two (2) breaks in the limited access right-of-way to accommodate the proposed
commercial development along Gateway Road.
Background: The Traffic Engineering Division received a request from Mr. Ben
Billing soliciting an amendment to the limited access breaks originally
established along Gateway Road at the roadway construction stations 18+30 and
station 27+33. The request is to relocate the two (2) breaks in the limited
access right-of-way to new station 16+80 for a commercial driveway and station
24+81 for a public road.
Analysis: The Traffic Engineering Division reviewed the site plans and
recommends the approval of the proposed amendment.
Alternatives: A denial would not accommodate the proposed commercial
development.
Financial Considerations: There is no cost to the City beyond administrative
cost for permitting and inspections.
Legal Considerations: The relocation of the specified limited access breaks
requires Council approval and replatting of the property to indicate said
changes.
Actions : Approve the relocation of the two breaks in limited access
right-of-way for the Billings property along Gateway Road.
RESOLUTION

A RESOLUTION AUTHORIZING THE RELOCATION OF TWO (2) LIMITED ACCESS BREAKS IN THE
RIGHT-OF-WAY FOR THE BEN FRANK BILLINGS PROPERTY LOCATED ALONG GATEWAY ROAD
BETWEEN TRESTLEWOOD DRIVE AND THE J.R. ALLEN PARKWAY; REQUIRING THE BILLINGS
PROPERTY TO BE REPLATTED SHOWING THE NEW BREAKS IN LIMITED ACCESS; AUTHORIZING
THE TRAFFIC ENGINEER TO ISSUE PERMITS FOR SAID ACCESS POINTS.

WHEREAS, Gateway Road was extended easterly from the original dead end located
east of Trestlewood Drive in 1988; and,
WHEREAS , roadway right-of-way was acquired from Ben Frank Billings to
construct the new alignment of Gateway Road east to the J.R. Allen Parkway that
included two (2) breaks in the limited access right-of-way for access to the
Billings property; and,
WHEREAS, the original agreement No. 88-C-2492, established limited access
breaks along Gateway Drive at roadway construction stations 18+30 and station
27+33; and,
WHEREAS, the proposed Billing development plans to construct a public roadway
to intersect Gateway Road to north at/about station 24+81 and provide a
commercial driveway at/about stations 16+80 when compared to the original
roadway station numbers; and,
WHEREAS, the southern intersection of the proposed public road intersects
Gateway Road outside the limited access right-of-way; and,
WHEREAS, the Traffic Engineering Division reviewed the plans and recommends the
approval of the relocated breaks in limited access for the improvements along
Gateway Road.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
THAT THE RELOCATION OF TWO (2) LIMITED ACCESS BREAKS IN THE RIGHT-OF-WAY FOR
THE BEN FRANK BILLINGS PROPERTY LOCATED ALONG GATEWAY ROAD BETWEEN TRESTLEWOOD
DRIVE AND THE J.R. ALLEN PARKWAY IS HEREBY AUTHORIZED; REQUIRING THE BILLINGS
PROPERTY TO BE REPLATTED SHOWING THE NEW BREAKS IN LIMITED ACCESS; AUTHORIZING
THE TRAFFIC ENGINEER TO ISSUE PERMITS FOR SAID ACCESS POINTS.
Introduced as a regular meeting of the Council of Columbus, Georgia held the
Day of , 2002 and adopted at said meeting by affirmative vote of Members of
said Council.
