COUNCIL BRIEFING
April 5, 2005
Members Present: Mayor Pro Tem John J. Rodgers and Councilors Wayne Anthony,
Glenn Davis, Berry Henderson, Julius Hunter, Jr., Charles E. McDaniel, Jr.,
Evelyn Turner Pugh (arrived 5:25 p.m.), Nathan Suber and Evelyn Woodson. Also
present were Mayor Robert S. Poydasheff, City Manager Isaiah Hugley, Assistant
City Attorney Jamie DeLoach, Deputy City Manager Richard Bishop, Clerk of
Council Tiny B. Washington and Deputy Clerk of Council Sandra Davis.
Members Absent: Councilor R. Gary Allen was absent.
Guest: Mr. Robert Watkins and Ms. Jackie Lowe, Georgia Power.

This meeting was called to order at 5:20 p.m., in the Council Chambers
Conference Room, Plaza Level of the Government Center.

Unified Development Ordinance (UDO):
City Manager Hugley mentioned that the UDO is on the City Attorney?s Agenda on
second reading. He explained that the staff made some amendments after the
first reading and are not material changes according to the City Attorney and
are listed as follows:
? 10.2-3 (a)(b) &(c) words added ?by the City Council?.
Councilor Henderson asked about the petition withdrawal process, at which time,
Deputy City Manager Bishop pointed out that the withdrawal process is outlined
in the UDO.

Budget Session:
City Manager Hugley recognized Mr. Robert Watkins from Georgia Power and
commented on his receptiveness in regards to the most recent ice storm. He
thanked him for his quick response.
Mr. Robert Watkins, Georgia Power came forward to briefly expounded on some
comments made regarding the situation surrounding the recent ice storm and the
preparations that had been made in anticipation of the storm. He then spoke of
the reorganizations that took place at Georgia Power. He also introduced Ms.
Jackie Lowe.
Ms. Jackie Lowe, Georgia Power, came forward to introduce herself and briefly
spoke of her previous experience. She pointed out some of the expectations
involved, which are increased assistance by Georgia Power within the community,
as well as, more resources available to achieve the long-term goals of the
public/private relationship.
Mayor Poydasheff welcomed Ms. Lowe to Columbus and asked that Georgia Power
keep up the great communication and support that is provided to the community.

Public Hearing
Mayor Poydasheff announced that he met with Congressmen Sanford Bishop and Lynn
Westmoreland regarding a number of items in addition to the CDBG. He explained
that they are working with the EPA advisors in Washington, D.C. to discuss
compliance issues regarding the City of Columbus.

Executive Session
City Manager Hugley advised that he would be requesting a brief executive
session after the conclusion of tonight?s meeting regarding a personnel matter.

There being no further business to discuss and with the dialogue being
concluded, this meeting adjourned at 5:30 p.m.
