Recommendation: Approval of the annual update to the Consolidated

Strategy and Plan - Annual Use of Funds (Budget)



Background: Title I of the National Affordable Housing Act established

the requirement that State and Local governments apply for direct assistance

through annual updates for certain HUD programs: Community Development Block

Grant (CDBG); Home Investment Partnerships (HOME); and Emergency Shelter Grant

(ESG).



The Consolidated Strategy and Plan is a comprehensive planning document. The

Consolidated Strategy and Plan identifies overall needs for affordable,

supportive housing and other related services and activities in Columbus and

outlines a strategy to address those needs. The regulations require each

jurisdiction to update annually its housing needs and market conditions,

priorities for meeting those needs, and a one-year action plan (use of funds -

budget) to meet those needs.



One public hearing has been conducted to obtain citizen input, in addition to

open public hearings conducted by Council during the Budget Process. No

citizens were in attendance. No written comments from citizens have been

received to date. However, two citizens have telephoned the Division with

their approval regarding the HOME rental housing rehab program.



Analysis: $2,763,000 - Community Development Block Grant (CDBG)

Columbus Consolidated Government anticipates receiving an entitlement of

$2,763,000 for the program year beginning July 1, 2002.



The CDBG funding will be allocated to the following project areas:

$ 150,000 - Spot Clearance, Demolition

$ 105,000 - Economic Development

$ 398,762 - CDBG Program Administration

$ 35,000 - Homeless Coordinator

$ 362,000 - Reinvestment Activity

$ 235,000 - Neighborhood Parks - Improvements

$1,477,238 - Section 108 Loan Repayment

$2,763,000 - CDBG Total



$96,000 - Emergency Shelter Grant (ESG)

Columbus Consolidated Government anticipates receiving an entitlement of

$96,000 for the program year beginning July 1, 2002.



The program provides for safe and sanitary shelter, supportive services and

other assistance to homeless persons and families. Funds may be spent on

operating costs such as maintenance, insurance, utilities, furnishing,

renovations, and rehabilitation.



$1,466,000 - Home Investment Partnerships Program (HOME)

Columbus Consolidated Government anticipates receiving an entitlement of

$1,466,000 for the program year beginning July 1, 2002. The City anticipates

the local in-kind match requirement to be $183,250. Eligible uses of funds

include housing rehabilitation, assistance to homebuyers, and new

construction. All housing developed or assistance provided must benefit

persons with income at or below 80% of the area median income.



The following are the projected activities for fiscal year 2002:

$ 350,000 - CHDO Project / Administration

$ 525,000 - Homeownership Assistance

$ 141,000 - HOME Program Administration

$ 200,000 - Rehabilitation - Owner Occupied Housing

$ 250,000 - Rehabilitation - Rental Housing

$1,466,000 - HOME Total



Financial Considerations: Finance under the Housing and Urban Development (HUD)

under Entitlement Cities Grant Programs.



Legal Considerations: The development of the annual update to the plan has

followed all requirements established under HUD.



Recommendations/ Actions: The Community Reinvestment recommends that the

Council accept this Agenda and adopt the Resolution.

















A RESOLUTION

NO.

A RESOLUTION AUTHORIZING THE FILING OF THE CONSOLIDATED STRATEGY AND PLAN

ANNUAL UPDATE.

WHEREAS, the Consolidated Government of Columbus, Georgia wishes to come in

compliance with Title I of the National Affordable Housing Act of 1990; and,

WHEREAS, the Consolidated Strategy and Plan Annual Update (Budget) for the

Consolidated Government of Columbus, Georgia has been developed as prescribed

by the Federal Regulations of the Department of Housing and Urban Development;

and,

WHEREAS, the Council of Columbus, Georgia wishes to apply for federal funds and

programs administered by the Department of Housing and Urban Development; and,

WHEREAS, the sources of federal funding and programs are the Community

Development Block Grant Program (CDBG) - $2,763,000; Home Investment

Partnerships Program (HOME) - $1,466,000; and Emergency Shelter Grant Program

(ESG) - $96,000.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:

I.



That the attached Consolidated Strategy and Plan Annual Update for

the Consolidated Government of Columbus, Georgia, is hereby approved for filing

with the United States Department of Housing and Urban Development.



II.



The City Manager is hereby authorized to execute all contracts,

agreements and understandings related to the Consolidated Strategy and Plan

Annual Update.



Introduced at a regular meeting of the Council of Columbus, Georgia, held

the

day of , and adopted at said meeting by the affirmative vote of

members of said Council.
