BUILDING CONTRACTORS EXAMINING BOARD
REGULAR MEETING - 11:00 A. M. ? APRIL 1, 2004
The regular monthly meeting of the Building Contractors' Examining
Board was held Thursday, April 1, 2004, at 11:00 A. M., in the office of
the Building Official. Members present were:
Mr. Howard Bartlett Mr. William L. Duck, Jr.,
Mr. Chad Pepper Mr. Allen Wright
Mr. Johnny Cargill was unable to attend the Meeting. Mr. Bartlett made a
motion, which was seconded by Mr. Pepper, to excuse Mr. Cargill's absence due
to personal reasons. Motion carried unanimously by the four members present
for this meeting.
Fifteen (15) applications were considered by the Board. Certificates
of Qualification as Contractors were issued to the following seven (7)
applicants:
Residential Certificates
(**) Mitch Baria American Construction Company Robertsdale, Alabama
(**) Doug Higgins America's Home Place Jonesboro, Georgia
(**) Charles D. LaPlace Dixie Plumbing Company Columbus, Georgia
Michael R. Long Long Buildings Phenix City, Alabama
Robert A. Raines Raines Remodeling & Construction Fortson, Georgia
Commercial Certificates
John P. D. Crist, II Instar Service Group Safety Harbor, Florida
(**) Donald L. Richardson Elite Retail Services, Inc. Lake Jackson,
Texas
Richard A. Vann Vann Construction Company Gadsden, Alabama
Mr. Bartlett made a motion, which was seconded by Mr. Pepper, to issue
Certificates of Qualification to these seven (7) applicants on the basis of
their grades on the examination, their letters of recommendation, and their
qualifications, as revealed by their resumes, which showed the times and places
of their work experience. The ones that are starred (**) need to bring in
corrected letters before their certificates will be released. (Examinations
were administered by International Code Congress {formerly, SBCCI, Southern
Building Code Congress, International}, on Saturday, February 28, 2004, with
the exception of four applicants from out of town who took the test
electronically.) Motion carried unanimously by the four members present for
this meeting.
The Board discussed reinstating the Certificate of Mr. Jack Wright, Ray
M. Wright, Inc., who had talked with the board on March, 2004. After several
minutes of discussion, Mr. Bartlett made a motion, which was seconded by Mr.
Pepper, to reinstate Mr. Wright's Certificate of Qualification with the
stipulation that he pay the back fees, submit a new application with letters of
recommendation and that he attend a refresher course on either the new
International Residential Code or the new International Commercial Code.
Motion carried unanimously by the four members present for this meeting. The
Secretary of the Board, Mr. William L. Duck, Jr., wrote Mr. Wright a letter,
outlining the requirements for reinstating his Certificate. A copy of the
letter is attached and considered a part of these Minutes

Mr. Pepper made a motion, which was seconded by Mr. Duck, to approve the
Minutes of the Monthly Meeting which was held on March 4, 2004. Motion carried
unanimously by the four members present for this meeting.
There being no further business to come before the Board, the
meeting adjourned at 11:45 A. M.
