AUTHORITY:
Under the rules of the Muscogee County Prison and the Columbus Consolidated
Government, the Warden shall have administrative responsibility for all matters
relating to the promotion of all candidates according to their job performance,
certification, eligibility requirements, satisfactory completion of a physical
examination, to include drug and alcohol screening, passing of a written
examination where appropriate and satisfactory assessment board appearance.
PURPOSE:
To ensure that the highest qualified candidates are promoted in a timely and
efficient manner to open positions of greater responsibilities. To administer
promotion procedures that yield valid and reliable information on which to base
promotional procedures and just decisions among all qualified candidates.
SCOPE:
This policy will establish this department?s rules and procedures governing the
promotion of correctional officers to the rank of correctional sergeant,
correctional lieutenant and deputy warden.
PROCEDURE:
When deemed necessary by the Warden, successful candidates will be placed on a
promotion list, which will expire in 18 months from the date published.
Candidates will remain on the list until the expiration date, until promoted or
until removed due to disciplinary reasons. Candidates must pass all phases of
the selection process to be placed on the promotion list. Employees cannot
appeal promotions governed by this policy. This policy will be monitored by
the Department of Human Resources for compliance purposes.
ELIGIBILITY FOR CORRECTIONAL SERGEANT
1. Must be P.O.S.T. certified as a correctional officer in good standing.
2. Must have a minimum of two (2) years correctional officer experience at
Muscogee County Prison.
3. Must be physically fit to assume duties.
4. Must have no disciplinary actions resulting in suspension without pay or
forfeiture of vacation time in the prior six months.
5. Personal appearance must be in compliance with Officer Manual standards.
6. Must possess a valid state drivers license.
7. Must possess a high school diploma. Effective January 1, 2007, must possess
a minimum of 96 quarter hours or 63 semester hours of post secondary education
or an Associates Degree recognized by the Columbus Consolidated Government.
ELIGIBILITY FOR CORRECTIONAL LIEUTENANT
1. Must be P.O.S.T. certified as a correctional officer in good standing.
2. Must have a minimum of one year experience as a Correctional Sergeant at the
Muscogee County Prison.
3. Must be physically fit to assume duties.
4. Must have no disciplinary actions resulting in suspension without pay or
forfeiture of vacation time in the prior six months.
5. Personal appearance must be in compliance with Officer Manual standards.
6. Must possess a valid state drivers license.
7. Must possess an Associates Degree recognized by the Columbus Consolidated
Government. Effective January 1, 2007 must possess a minimum of a Bachelor
Degree recognized by the Columbus Consolidated Government.
PROCEDURE FOR CORRECTIONAL SERGEANT
STEP #1:
1. An announcement will be posted no less than 30 days prior to a written
examination for Sergeant.
2. Eligible Correctional Officers will submit, to the Deputy Warden of
Administration, their written intent to sit for the Sergeant?s examination.
3. All candidates will be ranked in order of their achieved score on the exam
and listed.
4. The top twenty (20) names will be recognized as ?Qualified for Promotion.?
5. The ?Qualified for Promotion? list will expire 18 months from the date
published.
STEP #2:
1. The top five (5) names will be recognized as ?Most Qualified for Promotion.?
2. Those candidates who reach the ?Most Qualified? list will be scheduled to
appear before an Assessment Board.
3. The Assessment Board will consist of the MCP Deputy Warden of Security and
outside correctional officials of the rank of Sergeant or higher.
4. The Board will rank and return its assessments to the Warden, establishing
the ?Promotion List? for correctional sergeant.
5. The Warden will select for appointment and promotion in the order of
assessment scoring.
PROCEDURE FOR CORRECTIONAL LIEUTENANT
1. The promotion pool for the rank of Lieutenant will consist of all
Correctional Sergeants of the Muscogee County Prison.
2. When a Lieutenant vacancy occurs, the Warden will establish an outside
assessment board made up of correctional professionals of the rank of
Lieutenant and greater (i.e. Captain, Deputy Warden, Warden, etc.).
3. All Correctional Sergeants will advise the Warden as to their intent to be
assessed by the Board for promotion to Correctional Lieutenant.
4. The Board will be seated, at their convenience, and begin the assessment of
all candidates.
5. The Board will submit their assessments, ranked as not qualified, qualified
or most qualified to the Warden.
6. The Warden will exercise his responsibility in selecting the most qualified
individual for promotion to the vacant Lieutenant position.
APPOINTMENT TO THE RANK OF DEPUTY WARDEN
QUALIFICATIONS:
Must have a minimum of ten (10) years of progressive responsibility within the
field of corrections to include five (5) years in a supervisory management
capacity.
Must possess the knowledge and level of competency commonly associated with the
completion of a baccalaureate degree in a course of study related to the
occupational field.
PROCESS:
Candidates will consist of all ranked supervisors (Sergeants and Lieutenants)
of the Muscogee County Prison.
It shall be the Warden?s responsibility to select the best-qualified individual
from the described candidates.
Should there be no qualified candidates, the Warden may advertise the position
for applicants.
