MINUTES # 09-03



The Columbus, Georgia, Board of Tax Assessors met Wednesday, March 5, 2003, at

2:00PM with Chairman Lawton Grantham, Assessors Ann Grantham, William Braxton

and Pat Hunter present. Assessor Richard Stallings was absent. Also present was

Chief Appraiser Martin J. Land.



Assessor William Braxton made a motion to approve Minutes #08-03, Assessor Ann

Grantham seconded the motion, motion carried unanimously.



The Board approved assessment corrections for real estate.



The following VA letters of application for VA exemption were reviewed and

approved:



Jackson 025 014 087 Approved.



Chief Appraiser Martin Land brought to the Board?s attention that the ownership

record for parcel ID 029 047 012 was inadvertently changed to the Housing

Authority of Columbus in 1988 and was carried as non-taxable status. Assessor

Ann Grantham made the motion to bill the correct owner retroactively for 7

years; Assessor William Braxton seconded the motion, motion carried

unanimously.



Met Mr. Basilio representing Healthcare Providers, personal property account #

06064501. Mr. Basilio said he went into business with Ms. Garcia three years

ago. He said the business had been inactive since 2001. He said his wife owns

the building where they occupied a small office space. He said they used his

wife?s copier, fax machine and telephone line. Mr. Basilio said they only own a

desk and a typewriter. He said when he received the Official Tax Notice he

thought it was for the real estate which his wife owns. Mr. Basilio did not

explain why he did not file a personal property return. The Board took no

action for 2001 and 2002 and deleted the account for 2003.



Met with Rev. Williams representing Love & Restoration Full Gospel Outreach

Gospel Outreach Church Inc. requesting non-taxability for property located at

1516 5th Ave for the year 2003. He said the property was used as a church

sanctuary and they were using it on January 1, 2003. The Board requested a

field review.



Mr. Lewis had an appointment with the Board of Tax Assessors, however, did not

appear (Personal Property Account B0766801).

Met with Personal Property Division Chief Oliver Juhan, reviewed and approved

the following:



Assessment Corrections: 1 (-)

Freeport Applications: 2 (Approved)
