The meeting of the Board of Elections and Registration was held on February 4,
2004 at 2:00 p.m.
Members present were: Walter J. Wright, Jr. ? Chairperson

S Y N O P S I S
Motion was made to accept the amended minutes of the January board meeting.
Vote was unanimous.
NEW BUSINESS:
Precinct Manager ? Nancy presented to the board the name of a past manager who
would like to have the opportunity to manage a precinct. After a discussion,
the decision was made by the board to continue letting the person work as an
assistant manager at this time.
Training ? Friday, February 13th and Friday, February 20th the training of the
precinct manager and clerks will be held. The class is limited to 80 people.
The manager, assistant manager, encoder clerks, and numbered list of clerk will
the trained during the sessions. Nancy asked the board to determine the number
of workers for each precinct. The board instructed Nancy to base the workers
on the total of certificate boxes each precinct has.
Nancy showed a new sign that was printed by the Secretary of State?s office.
Councilor Pugh has requested that the office phone number be placed in each
precinct. Nancy asked the board?s approval to have the local phone number
along with the Secretary of State?s phone number printed on the signs. The
signs will be place in each voting unit. Ken suggested a tear of sheet with
the phone number so that the voter will have access without having to find
paper to write the number down. The signs will be placed on the left side of
the panels. A motion was made and seconded to have the State and local phone
numbers printed on the signs. Vote was unanimous.
Budget ? The board members reviewed the proposed budget so that if any further
funds for items the members needed could be incorporated into the budget
process.
Ken asked for the total cost of the school board special election. The cost
was $85,000 including the personnel of the polls and Diebold support. For the
March election, Diebold will be here for support at no cost to the county.
Ken asked if an explanation was given as to why the machine malfunctioned
during the November 4th election. Nancy stated that the calibration was off.
By-Laws: A motion was made and seconded to adopt the by-laws as amended. Vote
was unanimous.
Mr. Wright asked about having the area managers for the March election. The
board discussed this possibility. Mr. Roberts recommended that the board
advertise as if a meeting is being held on election day. The open meeting law
will then be covered in the event an emergency occurs and the board can be in
contact telephonically and be legal. Ken stated that he wants a problem log so
that when problems can be recorded. After a discussion, the board decided that
at least two board members will be in the office on the morning of the election
and that three board members will be in the office on a rotation basis during
the whole election day.

Being no further business to discuss, the meeting was adjourned.
