MINUTES OF MEETING
June 28, 2005
The Greater Columbus Golf Authority held the scheduled monthly meeting at Oxbow
Creek Golf Course. Members present were Chairman Donald Clack, Floyd
Washington, Nancy Wilkeson, June Holder, Willie Hill, Richard Hagler, Earl
Bagley and Michael Silverstein. Rhudine Nelson had an excused absence. Staff
members present were John Milam, Steve Brown and Chuck Lewis.
Minutes of the May 24, 2005 meeting were approved as presented. Motion made by
Michael Silverstein and seconded by June Holder.

The greens have done well with warm weather. Mowing height is at 150th. The
second aeration of the greens is schedule for July 11th & 12th and July 18th &
19th. The new practice green was planted on the 10th of June and should be
ready in 4-6 weeks. The fairways have been sprayed with plant growth
regulator. The apron on 16 West will have drain tile installed. Carts
vandalized two holes and a yardage sign was tipped over last week at Bull Creek.
In August, the lease on the John Deere equipment will run out. We currently
have a 4-year lease with the first 2 years covered under warranty. Steve feels
by the time the fourth year rolls around; the expense for Bull Creek to
maintain the equipment is too costly. Steve is considering an 18th months
lease, with the first year under warranty, on reconditioned equipment from John
Deere. This falls within his budget. Parts and service from Toro and Jacobsen
dealers are non-existent.
Steve showed pictures of the house on Psalmond Road that Chuck Lewis will
occupy. Work has begun to get this house back in livable condition. Mr. Lewis
is on call 24/7 and will be responsible for maintaining the house; answer the
alarms and irrigation problems after hours.
Mr. Patrick O?Obrien, USGA?s Southeast Director of Greens Section will be
present at the next authority meeting.

Godwin Creek
The First Tee Program has money in the bank and bills are being paid. Steve
Brown is helping with the control of weeds and has plans to assist with other
grass maintenance in the future. Nancy Wilkeson would like Bull Creek and
Oxbow Creek to show support of the First Tee Program by offering placards to
anyone who contributes a $1 or more. John Milam agreed to set up a box for
contributions and to display the placards. Money will not be solicited.
Oxbow Creek
Oxbow Creek?s revenues and expenses are approximately the same as last year?s.
John Milan will attend the mid-year financial meeting (January 2006) to remind
City Council that Oxbow Creek needs the $150,000 to maintain the status quo of
a 9-hole facility. Oxbow Creek is very sensitive to any rate increases.
Bull Creek
Bull Creek?s revenue for May was $153,092 compared to $77,775 last year.
Revenue through the 26th of June is $40,000 higher than the entire month of
June 2004.

New Business
Update on Putting Green:
As Steve Brown earlier reported, the putting green should be ready in 4-6 weeks
time. The new bunkers on 2 East look great and have added a degree of
difficulty to that hole. The new curbing on 3 West also looks good and should
help with the erosion caused by the rainwater run-off.
Driving Range
Mr. Milam proposed that Bull Creek needs a new range shed and ball machine.
Mats would also be purchased when over seeding has been applied to the driving
range. Richard Hagler made a motion and Michael Silverstein seconded to accept
this proposal. Motion passed.
5% Bonus
A motion was made by Richard Hagler and seconded by Earl Bagley to offer a 5%
one-time bonus on ordinary income for all employees of Bull Creek and Oxbow
Creek. Motion passed.
House
The Authority agreed with John Milam to allow Chuck Lewis to move into the
Psalmond Road House. Chuck will be responsible for all repairs and general
upkeep, answering alarms and irrigation problems that arise after hours. Mr.
Lewis?s rent will be put into an escrow account for future repairs that should
arise. Mr. Lewis is also responsible for all utilities. Mr. Lewis will need
Mr. Milam?s approval before any major repairs are performed.
Clubhouse
John Milam met with Carmen Cavezza, former City Manager, to discuss the
possibility of Bull Creek building a new clubhouse. John has the authority?s
approval to spend money for an artist?s rendition and to explore the process of
obtaining private donations.
Guard Pensions
Human Resources will look into the retirement benefits for the three
correctional officers during a meeting to be held on August 10th. Bull Creek
and Oxbow Creek will be obligated to make up the difference that is due. John
stated that we would probably finance these payments over time until all is
caught up.
A motion was made at 4:58 p.m. to adjourn by Richard Hagler and seconded by
Willie Hill.
