MINUTES # 37-03





The Columbus, Georgia, Board of Tax Assessors met Wednesday, September 17,

2003, at 2:00PM with Chairman Lawton Grantham, Assessors Richard Stallings,

Ann Grantham, William Braxton and Pat Hunter present. Also present was Chief

Appraiser Martin J. Land.



Assessor Richard Stallings made a motion to approve Minutes #36-03, Assessor

Pat Hunter second the motion, motion carried unanimously.



The Board also approved assessment corrections for real estate.



Met with Pastor Alston representing First United Pentecostal Church of

Columbus, Inc. requesting non-taxability for property located on Double

Churches Rd, (Parcel ID 191 026 002). Pastor Alston told the Board that the

building was 95% completed on January 1, 2003, but the church had held special

events services, Mothers? and Fathers? Day events on the property prior to

January 1, 2003. He said they actually started using the property for special

events in 2001 even though most of the services were conducted at the Norris

Road church. He said they utilize the entire tract except for one acre and that

one acre has topography problems. The Board brought to Pastor Alston?s

attention that a survey is needed combining parcel ID 191 026 001 and 191 026

002 since the church is located on both lots. Pastor Alston said a survey has

been done combining the lots and he would furnish the Board with a copy of the

survey. The Board approved non-taxability for 2003 pending receipt of an

acceptable plat.



Mr. Fuller had an appointment with the Board of Tax Assessors, but did not

appear. (Parcel ID 032 008 008).





Met with Commercial Division Chief Linda King, reviewed and approved the

following:



2003 Map Split: 1



The Board approved tax exempt status for parcel ID 042 007 018 for 2003, which

was field reviewed by the Commercial Division.



The Board discussed a pending court case and agreed on an offer of settlement,

which City Attorney Clifton Fay will present to the other party.
