The Columbus, Georgia, Board of Tax Assessors met Wednesday, April 3, 2002, at
2:00PM with Chairman Beatrice Breaux, Assessors Lawton Grantham, Richard
Stallings and Ann Grantham present. Also present was Chief Appraiser Martin J.
Land.
Assessor Ann Grantham made a motion to approve Minutes # 12-02, Assessor Lawton
Grantham second it, motion carried unanimously.
The Board of Tax Assessors approved four applications for release of
preferential agricultural assessment, Parcel ID 126 001 033,108 001 005, 108
001 003, and 165 001 002A.
Assessor Lawton Grantham made a motion to deny non-taxability for 2000
Opportunities, Assessor Ann Grantham second it, motion carried unanimously.
Assessor Ann Grantham made a motion to approve tax exempt status for property
located at 1959 Hamilton Rd (Ronald McDonald House) for 2002; Assessor Lawton
Grantham second it, motion carried unanimously.
The following VA letter of application for VA exemption was reviewed and
approved:
085 055 013 Strickland Approved.
Met with Mrs. Shores, Ms. Ashe, Mr. Robinson, Mr. and Mrs. Dysick regarding an
appeal for Parcel ID 131 001 010, 010A, 138 006 003 and 004. Mrs. Shores said
they bought the property in 1972 as one tract and they divided it into 4 tracts
in 1999. They said they did not expect the taxes to increase so much and
thought that an error had been made after the land was split because a 5-acre
tract was valued more than a 6-acre tract. The Board advised them that they
have a valid appeal and the appeal would be reviewed. The Board delayed acting
on the values and asked the Residential Division to review the values of the 4
parcels and make a recommendation to the Board.
Met with Mr. Fleeman regarding his personal property account # B1611501. He
said he bought the boat in 1999 and did not file a return on the boat for 2001.
He said when he filed his 2002 personal property return he discovered that the
2001 value was based on a bass boat with a 40hp Mercury

motor. He said his boat is a Ghenoee canoe with a 5hp motor. He showed the
Board some photographs of the canoe. Mr. Fleeman was advised since he did not
file a return, an appraiser placed a value on the boat based on the best
information available and he was notified with an Official Tax Matter Notice of
the 2001 value, he also did not file an appeal. Mr. Fleeman said he did not
file an appeal because he was out of town when the Official Tax Notice arrived.
The Board took no action since a personal property return and a valid appeal
were not filed.
Mr. Day representing Metro Columbus Urban League had an appointment with the
Board of Tax Assessors regarding a request for non-taxability for personal
property account P0049101, but did not appear.
Mr. Holland had an appointment with the Board of Tax Assessors regarding his
personal property account 05003701, but did not appear.
Met with Commercial Division Chief Linda King, reviewed and approved the
following:
