WHEREAS, Synovus was No. 9 on the ?Best Companies? list in 2003 and ranked No.

WHEREAS, Fortune's list was compiled through extensive research, analysis and a

poll of employees nationwide.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



We commend and congratulate Synovus Financial Corp. and all of its employees

upon being recognized by Fortune magazine as No. 20 of the 100 Best Companies

to Work For in America. Columbus is truly proud of Synovus and we wish these
