A RESOLUTION OF THE COUNCIL OF COLUMBUS, GEORGIA TO AUTHORIZE THE CITY MANAGER

TO MAKE APPLICATION AND ACCEPT FROM THE ENVIRONMENTAL PROTECTION AGENCY A

BROWNSFIELD REVOLVING LOAN FUND (RLF) GRANT IN THE AMOUNT OF $2,000,000.



WHEREAS, ?brownfields? are defined as abandoned, idled or underutilized

industrial and commercial facilities where expansion or redevelopment in

complicated by real or perceived environmental contamination and financial

liabilities associated herewith; and,



WHEREAS, Resolution #557-01 authorized the acceptance of a $200,000

Brownfields Pilot Project Grant to be used to Master Plan the Enterprise Zone

area to insure all aspects of development are considered; and,



WHEREAS, the Brownfields Law expands potential federal financial

assistance for brownfields revitalization, including grants for assessment,

cleanup, and job training; and,

WHEREAS, Revolving Loan Fund (RLF) grants provide funding for a grant

recipient to capitalize a revolving loan fund and to provide subgrants to carry

out cleanup activities at Brownfield sites; and,

WHEREAS, proposals may be submitted by "coalitions," or groups of eligible

entities, to pool their revolving loan capitalization grant funds; and,

WHEREAS, it has been determined to be in the best interest of the Consolidated

Government to collaborate and form a ?coalition? with the City of Phenix City.



NOW, THEREFORE, BE IT RESOLVED BY COUNCIL OF COLUMBUS, GEORGIA, AS FOLLOWS:

1. That the City Manager is authorized to make application and accept a

Brownfields Revolving Loan Fund (RLF) grant in the amount of $2,000,000 from

the Environmental Protection Agency; and,

2. That the City Manager and/or his designee are authorized to amend the

Mutli-Governemental fund in the amount of the grant; and,

3. That the City Manager is hereby authorized to execute necessary real estate

or loan documents with the City of Phenix City, Alabama or other coalition

members to accomplish purposes of the Brownsfield Revolving Loan Fund grant, if

the same is approved.

Introduced at a regular meeting of the Council of Columbus, Georgia, held the
