MINUTES

September 8, 2003

A meeting of the Board of Historic and Architectural Review was held on Monday,

September 8, 2003 at 3:30 p.m., 420 10th Street, Government Center Annex

Building, 1st Floor Conference Room.

I. CALL TO ORDER



The meeting was called to order by Chairman John Sheftall at 3:35pm. A quorum

was present. A motion was made by Teresa Tomlinson to approve the August 11

Meeting Minutes. Andy Hidle seconded the motion. The motion passed.



II. REVIEW OF APPLICATIONS



1. HD0309-01: Located 411 8TH Street, Calhoun Construction Foundation,

applicant.

Murray Calhoun presented the case. The application was to submit additional

required information from previous case (HD 0305-12). Detailed drawings of

previously approved porch and ramp columns and railings. The staff report

recommended approval. The Board discussed the lattice under the rear porch and

ramp and the width of the porch columns. Craig Davis motioned to approve the

application as submitted, with the requirement to remove the handrails on the

front porch and even space the front columns. Teresa Tomlinson seconded the

motion. A quorum was present. The motion passed.



2. HD03097-02: Located 108 5th Street, Sia Etemadi, applicant.

Sia Etemadi presented the case. The request was to construct underpinning for

relocated house with concrete block; add front porch and replace front door

with a wood paneled door and construct rear deck. The staff report recommended

a brick underpinning instead of concrete block and a full rear porch instead of

deck. The Board discussed the fact that the house has previously had a concrete

block underpinning, stucco covering the block, the attic vents which restricted

a porch roof and the style of the front porch design. Teresa Tomlinson

motioned to approve the application. Sandy Green seconded the motion. The

motion passed.





3. HD0309-03: Located 1705 Slade Drive, Jonathon & Kim Edwards, applicants.

Jonathon Edwards presented the case. The request was to construct a 12?x13?

addition on the rear right (south) corner of house. The addition will be

constructed of painted brick and asphalt shingles to match existing and will be

offset 4? to delineate new construction. Existing window will be used and 2

transom windows added. The staff report recommend approval of the application.

The Board reviewed and discussed the application. Sandy Green motioned to

approve the application. Dora Jackson seconded the motion. The motion passed.



4. HD0309-04: Located 1917 Dimon Street, Thomas & Jill Hasling, applicants.

Thomas Hasling presented the case. The request was to construct a 16?x12?

addition to rear right corner of house. Addition will be brick and asphalt

shingle to match existing and will be offset 12? to delineate new construction.

Three existing windows will be relocated and used in addition. The staff report

recommend approval of the application. The Board reviewed and discussed the

application. Craig Davis motioned to approve the application. Sandy Green

seconded the motion. The motion passed.



Chairman Sheftall requested to move the new and old business to the end of the

call meeting. The Board agreed.



V. ADJOURNMENT



There being no further business the meeting was adjourned.
